SEO for interior page

Is it possible to be penalized on an interior page but not the whole website?
Here's why I ask, I have a page: www.thesandiegocriminallawyer.com/domestic-violence.html that is not ranking well (p. 21 of Google) while the rest of the site ranks well (b/w p.1 to p.3).
I checked the link profile in opensiteexplorer, ahrefs, and majesticseo but can't find any problems.
I have also checked the HTML code, CSS, keyword optimization, but can't find any problems there either.
Can anyone give me insight into why this might be happening?
Of course, I'm working under the assumption that this page SHOULD be ranked higher for "San Diego Domestic Violence Attorney" - at least higher than page 21.

Yes, it's possible to be penalised for a single page or single keyword.
Your page has mostly san diego domestic violence lawyer as the anchor text. You might want to stop doing that altogether.
I didnt take a look at your competitors though so they might be more SEO, but there's a possibility that you got a minor penalty for that keyword phrase.

If a page ranks in the wrong country and is redirected, does that problem pass to the new page?
Hi guys, I'm having a weird problem: A new multilingual site was launched about 2 months ago. It has correct hreflang tags and Geo targetting in GSC for every language version. We redirected some relevant pages (with good PA) from another website of our client's. It turned out that the pages were not ranking in the correct country markets (for example, the en-gb page ranking in the USA). The pages from our site seem to have the same problem. Do you think they inherited it due to the redirects? Is it possible that Google will sort things out over some time, given the fact that the new pages have correct hreflangs? Is there stuff we could do to help ranking in the correct country markets?

Would it work to place H1 (or important page keywords) at the top of your page in HTML and move lower on page with CSS?
I understand that the H1 tag is no longer heavily correlated with stronger ranking signals but it is more important that Keywords or keyphrases are at the top of a page. My question is, if I just put my important keyword (or H1) toward the top of my page in the HTML and move it towards the middle/lower portion with css position elements, will this still be viewed by Googlebot as important keywords toward the top of my page? Our client's web property recently switched over to secure pages (https) however there non secure pages (http) are still being indexed in Google. Should we request in GWMT to have the non secure pages deindexed?
Our client recently switched over to https via new SSL. They have also implemented rel canonicals for most of their internal webpages (that point to the https). However many of their non secure webpages are still being indexed by Google. We have access to their GWMT for both the secure and non secure pages.

Should we just let Google figure out what to do with the non secure pages? We would like to setup 301 redirects from the old non secure pages to the new secure pages, but were not sure if this is going to happen. We thought about requesting in GWMT for Google to remove the non secure pages. However we felt this was pretty drastic. Any recommendations would be much appreciated.0 -
Suggestions for a SEO Review
I think it would be beneficial to have a third party seo review of the network of sites my team and I manage and was wondering if any of you had suggestions for what sort of tests should be done or that we should expect to see done during one of these reviews. We are a small team who has varying seo experience and have been working hard to make improvements to our sites in the past year. Most of our sites have been completely overhauled in the last 12-16 months and seo work that had not been done in the past has been setup, along with some corrections that may have been harming seo. We believe we are on the right track and have learned a good amount about seo in that time, but it would be nice to have some "expert" feedback outside of our office to get a clearer picture on anything we may be missing or some suggested improvements. A sort of double check on the work we have done.

The SEO effect of adding a front page to a website?
I have a client that wants to add a front page to a website so that when a user visitors the site for the first time a full page advert/message/page appears before they enter the site. The client wants this to be cookie controlled so they only see this on the first visit to the website. I am concerned that even if I put links to a sitemap or xml sitemap on this page that it will affect how well the site performs in search engines. Any ideas/suggestions or experiences? I found an interesting page on Quora about using pop ups.... Stuck on Page 2 - What Would You Do?!?
