When to consolidate and when to bid Link Juice farewell?

Greetings all!
I've got a couple of questions about when and if it's alright to let accumulated Link Juice (LJ) slip into the depths of oblivion. I arrived 4 years late to the ticketing website that I work for (www.charged.fm), and found the website in a certain state of disarray. For the past 6 months I've been trying to wrap my head around SEO and our 750k+ page site, and lately we've been making good progress cleaning things up and redesigning. I'm at a loss, though, as to what to do with some pages.
Example: The blog director has been using hash tags for years now that created new pages for each different #, which created a lot of instances of 2 [bytag] pages for 2 different hash tags that had the same article on them.

http://www.charged.fm/blog/bytag/31632/steve-masiello-south-floridaWe've added 'noindex, follow' to this directory (which is the correct solutions, riiight??), but now I'm wondering if some of these pages should be 301'd to more relevant sections of the site, or back to the blog homepage. I know this could be bad for UI, but I don't believe that they're frequently used pages and don't want to let these PA 15 pages go to waste. Any thoughts on this?
Example 2: A similar situation is that they used 302s to redirect to search results pages instead of using category pages. So now there are hundreds, if not thousands, of search results pages that have a PA of 15 or more.

We're working on restructuring the site and removing the 302s, but I'm wondering if it's necessary to 301 all of the search results pages to the new category pages like so:
http://www.charged.fm/search/results/music-tickets >>> http://www.charged.fm/concert-tickets
This would require the programmer to create new search/results pages in order to 301 the old ranking ones, correct? Should I put this in queue for him or just leave the search results pages with 'noindex, follow' and let the PA 15 go to waste?
There are many other instances like this like a Login page with PA 20, and I just can't decide if everything should be redirected or what to leave as dust in the wind. Because all we are is dust in the wind ; )

In your opinion, is PA 15 too valuable to leave on a page with no real purpose? Is it relative to the site?

Hi Luke,
Noindex, follow will work fine for the duplicated tag pages, although you could consider canonicalising them or redirecting them to a more useful resource - if you can do this en masse in an automated way, or if you only do this manually for tags / topics of high importance.
302ing to the search pages isn't good for two reasons: one, search engines traditionally don't follow or pass PR through a 302, and they also prefer you don't include your own "search pages" in their indexes. The "easy" way around this is exactly as you describe: produce quality category pages in place of what was a search results page. You can probably get away with having search pages indexed, and many companies get them to rank, but what Google wants to avoid is the indexation of hundreds or thousands of random search results pages from a website, often with complex query strings that can result in almost infinite numbers of pages being created.

Site Wide Link Situation
Hi- We have clients who are using an e-commerce cart that sits on a separate domain that appears to be providing site wide links to our clients websites. Therefore, would you recommend disallowing the bots to crawl/index these via a robots.txt file, a no follow meta tag on the specific pages the shopping cart links are implemented on or implement no follow links on every shopping cart link? Is link juice passed through a 301 and a canonical tag?
Hi all, I am led to believe that link juice does not pass through more than one 301 redirect, however what about a 301 and then a canonical meta tag? Here is an example: subdomain.site.com/uk/page/ -> 301 -> **www.**site.com/uk/page/ www.site.com**/uk/**page/ -> canonical -> www.site.com/page/ Thanks,

Best links to gain?
Hi, Just a quick one to see what peoples thoughts are regarding links. I have just gained a free link on a .gov website in the UK. In one of their offers pages, will this provide any link value or domain trust to me and what can the benefits be SEO wise from having a link on a government domain? The link is just the website url with a a few lines of text detailing our address etc... so its not got any anchor text regarding targetting one of our brands. It is equallly, less or more important to target anchor text links to specific brands or to get good high quality links from trusted sites such as the .gov one I have linking to my root domain? The website is a local council website in the UK. And was listed by a member of their staff, who only list in the offer page if your offering discount to council members etc..., so its not a spammed page or anything like that. What are peoples views on anchor text links vs domain url links? Cheers Will

Should I remove footer links?
I added footer links to my site some months ago as I figured that any authority my home page had would be distributed to several of my other most important pages on my site helping them to rank. Would I be better to remove them and would that improve the authority of my home page as less 'link juice' is being distributed. I did originally set up a page per keyword on my site and start building links to each one but as my home page has a good authority I am going to target several keywords on my home page instead as I have some way to go to improve the authority of my other important pages and think this would be a better solution. It would reduce the number of links I have per page however I did see Matt Cutts say that the no more than 100 links per page rule doesn't apply any more. Do footer links add any SEo value?

Natural Link Profile, low and high value links, really?
I cant really get my head around this one. I've read a few times when building links make sure you pick up so low value links as well. So here is an example (and lets say each link takes half hour to get): I got 5 hours of link building and this is what I have managed to get with the time. 1. 10 high value links all with PA/DA 50-60+ 2. 5 high value links with PA/DA 50-60+ AND another 5 low value links with PA/DA 10-. Surely #1 beats #2 hands down?

Nofollow links in Google Webmaster
I've noticed nofollow links showing up in my Google Webmaster tools "links to your site" list. If they are nofollow why are they showing up here? Do nofollow links still count as a backlink and transfer PR and authority?
