Do H2 tags carry more weight than h4 tags?

Of course H tags are key signals for relevance in search. Does an h2 tag send a significantly "louder" signal than an h4 tag?

It's questionable how much weight H tags carry at all. If they carry any, it's probably really small, or relative to how easy the keyword and industry is. H1's may help a bit more than all others - but when you start getting into H2's vs H4's it's splitting really thin hairs.

Consider it this way:
H tags, in a perfect world, would always descend sequentially as content became more specific. So, the H1 and H2 would be more general than an H3 or H4. Also, those H3s and H4s should be inside of the H2s and H1s. This set up allows for more general "head" keywords in the larger H tags, and more specific information that supports the larger H tags to go in the lower H tags. This means you're target area should be in the largest H tag possible, with all subsequent H tags in the list supporting your main headline with proper content. I hope that makes sense.
So, yes. H2 > H4.

Added a canonical ref tag and SERPs tanked, should we change it back?
My client's CMS uses an internal linking structure that includes index.php at the end of the URLs. The site also works using SEO-friendly URLs without index.php, so the SEO tool identified a duplicate content issue. Their marketing team thought the pages with index.php would have better link equity and rank higher, so they added a canonical ref tag, making the index.php version of the pages the canonical page. As a result, the site dropped in the rankings by a LOT and has not recovered in the last 3-months. It appears that Google had automatically selected the SEO-friendly URLs as the canonical page, and by switching, it re-indexed the entire site. The question we have is, should they change it back? Or will this cause the site to be reindexed again, resulting in an even lower ranking?

Are similar title tags frowned upon by search engines?
We are a B2B company that is looking to convert to one global portal very soon. It is only then that we will be able to address a lot of the IA SEO issues we are currently facing. However, we are looking to make some quick fixes, namely adding a proper title to the different country homepages. Will having the same title, with only the country modifier swapped out be a good tactic? Since we want a unified title across all country sites, it just makes sense that we don't change it for every single country. Can I put the tag in the MasterPage of my ASP.NET website or does this need to be specific to each page?

Will I still get Duplicate Meta Data Errors with the correct use of the rel="next" and rel="prev" tags?
Hi Guys, One of our sites has an extensive number category page lsitings, so we implemented the rel="next" and rel="prev" tags for these pages (as suggested by Google below), However, we still see duplicate meta data errors in SEOMoz crawl reports and also in Google webmaster tools. Does the SEOMoz crawl tool test for the correct use of rel="next" and "prev" tags and not list meta data errors, if the tags are correctly implemented? Or, is it necessary to still use unique meta titles and meta descriptions on every page, even though we are using the rel="next" and "prev" tags, as recommended by Google? I was looking through the 'Duplicate Page Content' and Too Many On-Page Link' errors and they all seem to be linked to the 'Tags' on my blog pages. Is this really a problem and if so how should I be using tags properly to get the best SEO rewards?

Img before or after h1 tag?
I like images to align right at top of content page. img tag before h1 tag looks better on page, but wondering if h1 tag before img tag is preferred by spider. Irrelevant? or possibly matters? thanks for any thoughts.
