I have noticed two changes in SEO from Dec 2014 to Now

Why has most of the local pages from google disappeared? There were normally 3-6 local listings on Google but now it has vanished? Has the algorithm or rules changed?
Secondly i noticed a massive swing in seo rankings. I have done some testing i i found that google now gives you different rankings depending on the area that you in. So i can safely assume that the algorithms have changed and you now get results based on your area? The top 4-5 rankings stay the same but everything else changes to your current location.
Am i wrong, what has changed. Please help.

No I'd still keep it current and use it, for reviews for one thing. But additionally the data from your G+ L page still gets used and fed to other places like the knowledge graph. And your page may still show up and rank in Map search and Google+ search as well. Plus you never know when she'll come out with some new display format and use that local data.
But the other thing to keep in mind is that sometimes packs disappearing is temporary and based on a wide variety of factors like query volume. So the pack could come back. I've seen packs disappear for a week and then come back.

I did stick to this, because the situation that you have described matches the pigeon update.
And, as Linda Buquet has mentioned in her response to this question, with this update some 7 packs are reduced to 3 packs, but there are industries where it has completely disappeared.
The only thing which would stop me from dropping Google+, is that you may never know when it will come back (it could be only a large scale test for South Africa at this moment), and if you stop totally working on it, then you are loosing there.
Like I usually mention in my answers, this is a personal opinion.

Why doesnt the local pages (Google Plus pages) Show up anymore, are they doing away with that now?

Then it could be, that you are experiencing the Pigeon update.

English is the official language in South Africa Correct

I was asking for that info, because maybe you are in an area which was affected by this update. Although this update was meant for UK, Canada and Australia, I could believe that it has also affected other English search queries (especially that English is considered as an official language in South Africa - right?).

In my belief:
You shouldn't drop any inbound marketing channel, just because there has been a Google update, which currently doesn't work as you wished.
Maybe I would reduce the number of hours that I spend on this task, but for sure, I wouldn't drop it.
But that is me, I like to have more than one channel working around me.

Thanks for your response. So this technically means that very little or no local pack details will appear anymore because of the update and this also means that Google is focusing heavily on Local SEO. So what happens to my Google plus page now? Do i discontinue using it and focus on backlinks. Im very confused.

Yes if you are outside the US, then I agree with the others. The Pigeon algo expanded overseas and exhibits many of the characteristics you are describing.
Many report 7 packs being reduced to 3 packs, but in some industries packs are totally gone.

Google has rolled out the Pigeon update to some countries outside the US including the UK, which has changed the landscape of local SERPs.
The top listings will now often be sites such as Yell, Yelp, Trip Advisor, etc with the local results then coming in underneath.

What do I need to do for SEO when moving a business out of state?
Hello! So I have a business that I run out of a single location for the last 3 years. I am unfortunately having to move here in the next few weeks My question is what do I need to do in order to have the best chance at SEO for the new location? When should I make the changes? Had a local SEO client completely drop off in all rankings...?
Hey everyone! I wanted to ask the Moz community on what I should be on the lookout for in this situation; I have a local SEO client, an orthopedic clinic, who out of nowhere completely dropped off the map. Their Search Visibility is now at .001%. I really have no idea what would have caused this... I have dozens of other local SEO clients and have never seen this before.

Having two GMB listings at same address
We currently have two verified GMB listings at the same address - I "inherited" these when I joined the company, and was considering merging them, as I am aware it is generally not recommended to have more than one listing per company per location. However, the two listings highlight two different sectors of our company so I decided to keep both and optimised them as best as possible by completing the information, adding pictures etc. One of the listings uses our legal company name, one uses our name that we trade under as an e-commerce business. The listing with our legal company name links to our corporate website and focuses on installations we do, while the listing with our e-commerce business name links to our ecommerce website and focuses on products we sell through there so they differ a bit from each other. Both serve the entire country, so they are not targeted specifically toward local searches. The following differ: Business name, sector, website

The following are the same: Address, phone number, opening hours So far we haven't had any issues, both are verified and show up in Google, but recently, we have had the following notification pop up: Fix locations with duplicate addresses__Use shop codes to differentiate locations that have the same address. Click each location and give it a unique address or shop code, or remove it. I'd appreciate some advice as to what would be best in this situation. Should I just add shop codes to differentiate the two listings in order to be able to keep them both? If so, what purpose do these shop codes have, how should I format these and will these be publicly visible within our listings? If you would suggest merging them, how could I ensure that it shows up whether people search for our e-commerce business name or for our legal business name as these are different? A site is preforming well for 1 local term, but with a slight change to the term it dosnt rank.
Ive got a site thats currently ranking #2 in the local 7 pack listings for the search term : "garden design [city]" but is not ranking at all for "garden designer [city]" (note the "er" at the end of designer). The search traffic for these 2 terms is pretty much the same, and id like to get the site ranking for "garden designer [city]". The only thing i can think of is thats different is that in the <title>tag for the homepage of the site we have "Garden Design [City] - .....", is there any other way i can try and up the local 7 pack ranking for my site other than changing the title tag ?</p> <p>Im thinking of running a link building campaign for the phrase "garden designer [city]", but apart from that i cant think of anything else that could help up my rankings for this, any ideas ?</p></title>

Is eLocal a scam or legitimate directory for local SEO?
I just got an email from eLocal with information that is way farther off than any other email I have received from directories I know. I ran a search on them, and it definitely seems fishy. Plus, it's not showing up as a problem in my Moz Local account. However, I don't want an inconsistent listing if this is a legitimate site I should correct. Anyone have experience with them? Local SEO Benefit
Hi Our company is looking to increase our local SEO footprint and wondering what is the industry average for traffic increase to quantify investment. Can’t really find anything online. I understand this can be very subjective in relation to market size, competition, localization, etc but just trying to get a sense of opportunity if we cross our t’s and dot our i’s, what's the potential? Google Maps: Submitted Feedback Changed Results
I came across something interesting today. So there is a business in one of my clients areas that had submitted and was being listed on google maps for some spammy locations. I went in and submitted feedback informing google of bad listings. Within 30 minutes or so my results for the same key phrase was different. I decided to see why. I went to other browsers on my computer and searched that key phrase and the results went back to how I originally saw them before the feedback submission. I then erased my browsers cache and after this the results now showed the original results. Does anybody know what cookies and such get placed in a browser that affect listing results?
