How valuable is a link with a DA 82 but a PA of 1?

Our county's website has a news' blog, and they want to do an article about an award we won. We're definitely going to do it, and we're happy about the link. However, all the other news' articles they have only have a PA of 1. The DA is 82, and the link is completely white hat. It's a govt site in our locale, however, with such a terrible PA, I'm don't think the link is really all that great from an SEO stand point. Am I right or wrong (or is it some dreadful murky grey area like everything else in this industry (which I'm thankful to be a part of )?

The Page Authority will be 1 as it'll be a brand new page. You don't create a page with an instantly high PA, it has to be earned. Take the BBC, for example; if they create a news story today the page will have a PA of 1 but a DA of 100, but most SEOs would love a link from the BBC!
News websites are constantly adding new pages as new stories break. It's unlikely these types of pages will get huge PAs as, let's face it, yesterday's news won't continue to attract many backlinks after day one or two of the story breaking.
Keep up the good work! You should certainly see some positive results if you keep building links like that!

I'll chime in to wholeheartedly agree with Ryan and Travis. This is a particularly valuable link from the standpoint of local SEO, given that it's coming from a local new source.

I agree with Travis. In short, yes it's an excellent link. Like Travis mentions, getting caught up in the numbers can be misleading at times, and for a short hand of the sites and people you want to work with it's better to think of them as relationships. In this case, being connected to an official site that's reputable, spam-free, and exclusive is an excellent connection.

I would generally dispense with the concern over metrics, considering the source. It sounds like a great citation source, regardless. Plus it may do what links were intended to do in the first place: Drive Traffic
OSE, aHrefs, Majestic and the like are just keyhole views into what's really going on. Albeit important keyhole views, but still limited insights into the big picture.
I would challenge that if one focuses less on granular metrics, and puts more attention into traffic and general relevancy; one would be happier with the results and have more time for generating similar results.

Spam link? Links from linguee
Hi Everyone My site received a notification of unnatural links in Webmaster Tools and the site has had a penalty applied. I can see there are a lot of links from a site : linguee.com .de. nl. ect ..more than 30k of them! I am not sure where did those links come from! The suddenly appeared over the weekend. GWT shows 38 external links from 8 domains to this PDF - But it shows no links and no authority in OSE
Hi All, I found one other discussion about the subject of PDFs and passing of PageRank here: http://moz.com/community/q/will-a-pdf-pass-pagerank But this thread didn't answer my question so am posting it here. This PDF: http://www.ccisolutions.com/jsp/pdf/YAM-EMX_SERIES.PDF is reported by GWT to have 38 links coming from 8 unique domains. I checked the domains and some of them are high-quality relevant sites. Here's the list: Domains and Number of Links

freedocument.net 1 However, when I plug the URL for this PDF into OSE, it reports no links and a Page Authority if only "1". This is not a new page. This is a really old page. In addition to that, when I check the PageRank of this URL, the PageRank is "nil" - not even "0" - I'm currently working on adding links back to our main site from within our PDFs, but I'm not sure how worthwhile this is if the PDFs aren't being allocated any authority from the pages already linking to them. Canonical Link Quesiton
I wrote an article that is a page article, but would also be a very good blog post - So my question is two things: 1. If i post it as a static page and syndicate it as a blog post and have it as a canonical link to the page, google will read see the blog and read the page _url as the one with credit correct? In turn not dinging me for duplicate content. 2. Given if the above statement is correct, should I write the blog and put it on my static page referencing the blog or the way i have it as a static page with the blog using a canonical reference back to the page. Any input would be greatly appreciated.

Redirect not picking up any link juice
Hi, We recently had a domain name change, as we had an established site we had all pages redirected to the new domain. This was over a month ago but despite the redirect SEOmoz doesn't recognise any links to and from the site. Is this due to simply time duration and SEOmoz can't pick up on any redirected info, or could there be a problem with the redirect? Thanks, Adam

OSE - still showing me links are there when they are not?
Has anyone else had the issue for a couple of months now where ose is showing links that are live when they are not. I am doing seo for a big e-commerce website so it is important i can find out what the anchor text distribution is for the domain. How is this possible when ose shows me links which are not live? There's been 2 or 3 updates and still showing expired links in our back-link profile. This is very frustrating and has led me to see if anyone else can recommend an alternative which is more up to date? And yes before seomoz reply, i know you only update a certain percentage of the web.

Too many links on my site
Hi there everybody, I am a total SEO newbie and i am burning with questions. I had my site crawled and found out that it contains too many links. The reason is that it is a site where I constantly write news and articles and each one of them is a new Joomla item, thus a new link. I actually thought lots of content is good for SEO. Metrics to determine the quality of a link?
I found this very useful post on SEOMoz http://www.seomoz.org/blog/525600-metrics-how-do-you-measure-measure-a-link, but its a bit dated. Also, it doesn't really help in terms of applying exact metrics to measure the quality of a link. Does anyone have any other suggestions to help automate / determine the quality of a link?
