Does a URL upper case to lower case rule harm SEO rankings?

Hi Guys,
We are working on a website - changing the upper case URLs to lower case.
The developer looked at a 301 solution but is having issues with this.
Instead, they have come back with the following piece of code
<rule name="lowercaserule1" stopprocessing="true"></rule name="lowercaserule1" stopprocessing="true">
<match url="[a-z]" ignorecase="false" ></match url="[a-z]" ignorecase="false" >
<action type="redirect" url="{tolower:{url}}" ></action type="redirect" url="{tolower:{url}}" >
My question is whether this rule will potentially harm SEO rankings?
If someone could help - that would be much appreciated.

No... it may simply mess up with canonicalization in certain cases (eg: ASP based websites) and surely is not that user friendly (people tend to type in URLs lowercase, apart some crazy people)

Hi Duncan,
I personally wouldn't be doing it like that. Have a read of this article on .htaccess rewrites to redirect upper case to lower case. It should give you a copy & paste solution to what you wish to achieve.

Subdomains + SEO
Hi everyone, So a little background - my company launched a new website (http://www.everyaction.com). The homepage is currently hosted on an amazon s3 bucket while the blog and landing pages are hosted within Hubspot. My question is - is that going to end up hurting our SEO in the long run? I've seen a much slower uptick in search engine traffic than I'm used to seeing when launching new sites and I'm wondering if that's because people are sharing the blog.everyaction.com url on social (which then wouldn't benefit just everyaction.com?) Rankings and keywords
I have a site www.firewall-cs.com that I have been working on for 4 months. The first 2 months the keywords were going up and then...dropped like a rock! We didn't build the website, but it is a Wordpress site so I can make some changes. For the keywords that have "IT" in them, we haven't been able to recover. It's like Google isn't even reading the home page. The home page slider has the H1 in it and has 3. I have told this to the client. Plus there isn't a lot of content on the page. Is the H1 issue enough for the word "IT Support Orlando" to not rank? Any suggestions would help! Thank you.

Drop in rankings

Multilingual and Multiregional SEO URL Structure
Hello 2 questions: I have a client that has country specific TLDs and has pages for each city and wants to target languages. What's the best practice? or does the order not matter? www.domain.ca/fr-ca/toronto www.domain.ca/toronto/fr-ca 2. What next with SEO
I've been working on my site for over 2 years and have some very good links and now have a PageRank 4. My site has fallen down from page 1 to page 4 for 'Web Design London' which may be due to not putting much work into link building in the last 6 months. The site is pretty well optimised onsite but there are less that 20 pages of content. With time constraints in place because I have to run the business, would it be better to increase the content, seek out more links or outsource the work. Ideally I would do both but money and time restrict this. If I was to outsource, do you have recommendations and rough prices? Thanks

Mobile SEO
Hi there, My website when searching via mobile is now showing the mobile version of the site in SERPs, well for quite sometime now to be honest, anyway the ranking in mobile are no different to what they are on desktop, is there actually anything I can do to influence my mobile SERPs? 9 times out of 10 it's desktop websites that are ranking about me in mobile search.
