Google Change of Address for previously penalised website?

Hey guys
Would you use the 'change of address' tool (https://support.google.com/webmasters/answer/83106?hl=en) for a site that was previously penalised, pointing it to the new URL?

If the previous site was penalized in any way and you're trying to start with a new domain, then you don't want to redirect or note a change of domain. This is going to help them update their index to reflect the new domain for your pages. I don't know enough about the penalty, but if it was a manual action then you really should fix the penalized domain before doing this. If you're too far into the penalty box, then you almost need to start fresh.
Can you offer any more insight on your current situation? Without knowing much more, my instinct is to say to not note a change of address if you're trying to move forward from a penalized domain.

My site shows 503 error to Google bot, but can see the site fine. Not indexing in Google. Help
Hi, This site is not indexed on Google at all. http://www.thethreehorseshoespub.co.uk Looking into it, it seems to be giving a 503 error to the google bot. I can see the site I have checked source code Checked robots Did have a sitemap param. but removed it for testing GWMT is showing 'unreachable' if I submit a site map or fetch Any ideas on how to remove this error? Should I use change of address when moving to subdomain
Hi guys So we had a domain that was only for one country, www.example.com 1 year later we decided to go to another country so we will have all the current website under a country subdomain like : ae.example.com we did a 301 redirect

Street Address Not Appearing on Business Google+ Page
I run a local business in New York City, a commercial real estate brokerage. My firm has both a web site and Google+ accounts, one Google+ account for me personally and a Google+ account for my business. Under address my Google+ account is showing New York, NY. It is not showing a street address. Similiarly when my business name is entered in the Google search bar, my web site is the first result, but under address (directly to the right of a black dot with a grey circle around it) "New York, NY" with the phone number beneath it appears. No sign of my street address. My business is registered under Google Places and we have entered the correct street address. Any ideas on how I can get Google to display our street address? This is obviously very, very detrimental for local SEO. Thanks,

Website having same business and IP address
Hi All, How Google will react with the websites having condition as mentioned below: Two websites, Same owner, same business, same IP, Interlinking with each other ? Website is not getting indexed in Google! Not sure why?
I just came up with my new blog, its not live yet but the 1<sup>st</sup> landing page is ready, up and running… all is fine but here is the only problem is its not getting indexed in Google and I am not really sure why? .xml sitemap is there Google webmaster and analytics are there Website contain at least that much real social shares that it should get indexed in Google Few Links may be coming from Famous Bloggers and SEOmoz (both sites are very authentic in their respective domains) It’s the 4 day the website is up I don’t think website is not getting indexed in Google just because it contains 1 landing page and a thank you page! Can I Improve Organic Ranking by Restrict Website Access to Specific IP Address or Geo Location?
I am targeting my website in US so need to get high organic ranking in US web search. One of my competitor is restricting website access to specific IP address or Geo location. I have checked multiple categories to know more. What's going on with this restriction and why they make it happen? One of SEO forum is also restricting website access to specific location. I can understand that, it may help them to stop thread spamming with unnecessary Sign Up or Q & A. But, why Lamps Plus have set this? Is there any specific reason? Can I improve my organic ranking? Restriction may help me to save and maintain user statistic in terms of bounce rate, average page views per visit, etc...

My website keywords have been almost completely taken out of indexing in Google since 04/26/11 and I cannot determine why, anyone know?
I had 12 to 15 1st page Google rankings in the iPhone, iPad, app review vertical. As of 04/26/11 I have lost all rankings, traffic has gone from 1,000 to 1,200 a day to 150 to 350 a day. I was using a plugin for auto press releases, but have removed this and deleted the urls. I also have changed themes and hosting over the last 3 weeks. I have been trying to get SEO help, but cannot seem to get anyone to help me. thank you Mike
