I was penalized by Google? What do you think i have to do?

Id like some help,
My site had a rank fall and I think I was penalized by Penguin, I compared running a 'Full SERP Report "and I see no reason for me to be in 4th place in the SERP.The Facts:
- I have a higher: Page Authority, # of Root Domains Linking to the Page, Domain Authority, # of Root Domains Linking to the Domain, MozRank, MozTrust
- My mT/mR is 0.955 against: #1->0.983 #2->0 #3->1.023 (but my mozrank and moz trust is higher
- My website is: https://www.soprojetos.com.br/ this occours since Nov 2015.
- I have 99 external links against: #1->15 #2->0 #3->11

I see the exact match domain #1 - plantas de casas .com so that makes sense.
According to Majestic, you have 958 live links and 135,000+ historic links. That's a HUGE drop off in links. You used to have 1363 referring domains and now have 244. Those drops are cause for some worry.
montesuacasa.com.br has 46k links and 731 historic referring domains - many more links than you and many more still alive.
If I look through your historic links you were getting 128,000 from one site jeso carneiro.com.br - this site has pretty good authority itself but your link is now not found. So that was helping you to #1 - now it's not.

Well, here is a bummer for you - metrics don't matter. If we were in perfect world, yes, the websites with higher metric scores would be ranking higher, but it's not true at all. There are so many factors Google is including in their algorithms, and nobody knows what those are.
Instead of looking at metrics, look at actual content, on-page optimization. What about technical SEO? Also some of your backlinks have high spam score - that might be hurting.
As for penalilzation - if you were penalized, you for sure wouldn't be #4 - you'd be number #104 if ranked at all. Check your Google Search console for manual actions, if there are none, then you are not penalized, you just need to work harder on your SEO. Which area you ask - nobody really can give you better answer than yourself. You know your website best and you know which areas are the weakest (on subconscious level for sure).

Google spider
If someone provide 1 or more cent discount to our customers who put up a link on their site, and wanted to actually show the referral discount in their shopping cart for that customer, can Google see that and realize they are providing a discount for a link? Can Google see what's displayed in our their web application - like in the upload, shopping cart and complete transaction pages?

The wrath of Google's Hummingbird, a big problem, but no quick solution?
One of our websites has been wrongfully tagged for penalty and has literally disappeared from Google. After lot's of research, it seems the reason was due to a ton of spammy backlinks and irrelevant anchor text. I have disavowed the links, but the results are still not rebounding back. Any idea how long the wrath of Google gods will last?

Is there a problem with google?
I have one or two competitors (in the UK) in my field who buy expired 1 - 8 year old domains on random subjects (SEO, travel, health you name it) and they are in the printing business and they stick 1 - 2 articles (unrelated to what was on there before) on these and that's it. I think they stick with PA and DA above 30 and most have 10 – 100 links so well used expired domains, hosted in the USA and most have different Ip’s although they now have that many (over 70% of their backlink profile) that some have the same ip. On further investigation none of the blogs have any contact details but it does look like they have been a little smart here and added content to the about us (similar to I use to run xxx but now do xxx) also they have one or two tabs with content on (article length) that is on the same subject they use to do and the titles are all the same content. So basically they are finding expired 1 – 10 year old domains that have only been expired (from what I can see) 6 months max and putting 1 – 2 articles on the home page in relation with print (maybe adding a third on the subject the blog use to cover), add 1 – 3 articles via tabs at the top on subjects the sites use to cover, registering the details via xbybssgcf@whoisprivacyprotect.com and that’s it. They have been ranking via this method for the last couple of years (through all the Google updates). Does Google not have any way to combat link networks other than the stupid stuff such as public link networks, it just seems that if you know what you are doing you get away, if your big enough you get away with it but the middle of the ground (mum and pop sites) get F*** over with spam pointing to there site that no spammer would dream of doing anyway?

Fix Bad Links in Google
I have a client who had some grey hat SEO done in the past. Some of their back links aren't from the best neighborhoods. Google didn't seem to mind until 9/28, when they literally disappeared for all searches except for their domain name. Google still has their site indexed, but it's just not showing up. There are no messages in Webmaster Tools. I know Bing has the tool where you can disavow bad links and ask them to discount them. Google doesn't have such a tool, but what is the strategy when you don't have control over the link sources, such as in blog comments? Could this update have been a delayed Penguin ranking change from the latest Penguin Update on the 18th? http://www.seomoz.org/google-algorithm-change Any advice would be greatly appreciated. Does this imply that the average root domain linking to the taxdonut site does so with 2857 links? The sites have no significant social media stats. The sites are heavily inter-linked. Also linked from the operating business, BHP Information Solutions (tagline "Gain access to SMEs"). Is this what Google would think of as a "natural" link profile? Interestingly, they've managed to secure links on quite a few UK local authority resources pages - generally being the only commercial website on those pages.

How google treats RSS fetcher?
All I want to know how google treats RSS fetcher. I want to push my blogs to my own website. Both are there on the same domain . But I want them to be updated automatically on the home page of my website through RSS fetcher if i create it on my blog page.
