As Eric hinted, the best method to prevent any pages being indexed would be to use htaccess password protection dialog on your development site. It's fairly easy to implement. You can find instructions to do so here: http://www.htaccesstools.com/articles/password-protection/

Anoop, when a 'development' or 'preproduction' website or subdomain is getting indexed, that means that you haven't stopped the search engines from crawling it. The search engines, especially Google, are very aggressive at crawling, and they will crawl just about any URL that they find. It seems as though all you have to do is visit that page and it's going to get crawled.
Best way to stop Google from crawling (then indexing) a website is to stop it from getting crawled using the robots.txt file. Keep in mind, though, that even if you tell them to stay out of it using the robots.txt file they will still index those URLs.
The only way to stop Google from crawling would be to password protect the website or make it available only on a private server, or available via VPN only.

In addition to noindexing the pages using the meta tag, if you have WMT / Search Console set up, you can request Google remove those URLs from their index for the time being. I've found that this may take up to a couple of hours from the removal request to the time of actual removal.
As to how they were found, there's a good chance that Google crawled a link to a preproduction webpage and went from there.

Have you noindexed & nofollowed the site and pages? I would also suggest you block all crawlers by disallowing access in the robots.txt file.
Do you know if this has all been done?

URLs dropping from index (Crawled, currently not indexed)
I've noticed that some of our URLs have recently dropped completely out of Google's index. When carrying out a URL inspection in GSC, it comes up with 'Crawled, currently not indexed'. Strangely, I've also noticed that under referring page it says 'None detected', which is definitely not the case. Keyword rankings for new website good in Yahoo and Bing but no movement in Google?
Hello, This past September I launched a new redesigned website for a client. His old website was a static html site that was many years old and the new website was created using WordPress. With the new design we made sure to use all the proper techniques for SEO. (h1 tages, image names, quality links, page titles, etc.) Plus, all the content is new content written for this site. I've actually launched new sites many times and after a few months usually start seeing keyword ranking improvements from the major search engines. With this particular website I'm seeing improvements in Yahoo and Bing but no movement in Google. I've used Google Webmaster Tools and made sure my sitemap is being submitted, etc. It all seems good, but I can't understand why Yahoo and Bing are working but nothing from Google. My page grades are all A's and B's and Moz isn't showing any big issues. Maybe I need to give it more time? This client is a lawyer and has many websites out there so maybe he's being penalized somewhere I don't know? As I mentioned, I've been doing SEO for about 8 years and have never had this much trouble with Google. I was wondering if you can look at the site and see if there are any glaring issues I'm missing. Mobile site not getting indexed
My site is www.findyogi.com - a shopping comparison site The mobile site is hosted at m.findyogi.com I fixed my sitemap and attribution to mobile site in May last week. My mobile site pages are getting de-indexed since then. Help!!! Website won't index after taking it over from another IT Company
Hi, A while back we took over a website that was built in Wordpress. We rebuilt it on another platform and switched the servers over whilst retaining the same domain.I had access to the old GA Account however so did the old IT company. Therefore I created a new GA account and used that in the new website pages.Recently we found the website had been blacklisted (previous to us taking it over) and now after being crawled a lot, only 2 pages have been indexed (over a 2month period).We have submitted a request for revision (to relist the website) buthave had no movement.**Just wondering if having a old, active account that was still linked to their old website would affect our Google listing?****Will dropping the old GA Tracking code/script into the site and deleting the new account enable Google to index?**Also, there is ample content, metadata and descriptions on the site.I welcome any help on this please!

Lots of Pages Dropped Out of Google's Index?
Until yesterday, my website had about 1200 pages indexed in Google. I did lots of changes: removed low quality content, rewrote passable content to make it better, wrote high quality content, got lots of likes and shares on social networks, etc. Now this morning I see that out of 1252 pages submitted, only 691 are indexed. Is that a temporary situation related to the recent updates? Anyone seeing this? What should I interpret about this?

Google not showing my website ?
The website is medicare.md. if you search for term "medicare doctors PG county maryland" it is #1 in bing and yahoo but not even showing on google.com first TEN pages, although not banned. Interestingly if you do that search on google.co.pk it is #4. Quite Puzzuling !! Would appreciate any help or advice . Sherif Hassan

Tips to get rid of a link from an infected website ?
Hi, During some netlinking analysis I found that a website linking to one of the sites I do SEO for triggers my antivirus... It seems infected by JS/Dldr.Scripy.A Java script virus. Being the first time I deal with this kind of problem, and having not found any info on the Q&A or anywhere else, I wonder a few things : 1°) How to verify the reality of the threat and be sure it's not a false positive ? Is there some tool to scan the website, maybe an online vrus scanner ? 2°) How to contact the webmaster since I cannot look for a "contact us" page ? I looked in a whois, but I only got the e-mail of his hosting service, can I contact them directly ? 3°) Any tips or important things I should know ? Thanks for your help
