Disavow without penalty

Hi fellow Mozians,
I have come up with a doubt today which I would appreciate your thoughts on.
I have always been convinced that the disavowal tool can be used at any time as part of your backlink monitoring activities- if you see a dodgy backlink coming in you should add it to your disavowal file if you can't get it removed (which you probably can't). That is to say that the disavowal tool can be used pre-emptively to make sure a dodgy link does do your site any harm.
However, this belief of mine has taken a bit of a beating this morning as another SEO suggested that the disavowal tool only has en effect if acompanied by a reconsideratiosn request, and that you can only file a reconsideration request if you have some kind of manual action. This logic describes that you can only disavowal when you have a penalty.

https://www.youtube.com/watch?time_continue=86&v=eFJZXpnsRscIt seems perfectly reasonable that Google does allow pre-emptive disavowal-ing, not just because of the whole negative seo issue, but just because nasty links do happen naturally. Not all SEOs spend all their waking hours building links which they know they will have to disavowal later shoudl a penalty hit at some point, and it seems reasonable that an SEO should be able to say- "Link XYZ is nothing to do with me!" before Google excercises retribution.
If, for example you get hired working for a company that HAD a penalty due to spammy link building in the past that has been lifted; but you see that Google periodically discovers the occasional spammy link it seems fair that you should be able to tell google that you want to voluntarily remove any "credit" that that link is giving you today, so as to avoid a penalty tomorrow.
Your help would be much appreciated.

As others above me stated, it is perfectly fine to use disavow tool regardless to penalties, in my niches we tend to get a lot of negative SEO efforts against our sites, mostly from adult and pharmaceutical-remedies type of rubbish sites.
But again, it is a wild-wild expertise area where most of us has fixations including me

Google has said you can disavow anytime, disavowing is only telling google that you want these backlinks to be nofollow and not pass any linkjuice so they wont help or harm you.
You don't need to be penalized to use the disavow tool, you merely need to have backlinks or domains to add to the disavow file.
It's common for SEOs to disavow urls / domains monthly, however most will tell you to do an audit yearly and keep up on new backlinks as they come in.
I've used the disavow tool but before I did, I did about a few weeks research into what it means to disavow and why one would disavow as well as how to properly disavow. No where did I read you only use the disavow tool if you have a penalty, especially since if you were hit by penguin you wouldn't really know, so Google had to leave the door open on that one.

I felt similar inasmuch as how often to disavow. My research show if you have been penalized disavow regularly, if not then annually with some monitoring is fine. Pre-Emptive disavow seems slightly proactive, I only disavow 3 to 5 bad links after 6 months.

Which links to disavow?
I've got a new client that just fired their former SEO company, which was building spammy links like crazy! Using GSC and Majestic, I've identified 341 linking domains. I'm only a quarter of the way through the list, but it is clear that the overwhelming majority are from directories, article directories and comment spam. So far less than 20% are definitely links I want to keep. At what point do I keep directory links? I see one with a DA of 61 and a Moz spam score of 0. I realize this is a judgement call that will vary, but I'd love to hear some folks give DA and spam numbers. FWIW, the client's DA is 37.

Do Google webmaster tool and other backlinks analysis tool ignore the disavow data ?
Hello, Lots of site i have disavow so if i download backlinks of my site from google webmaster so google will ignore the disavow data and give me backlinks other than disavow data? Same if i use backlink tools like moz or semrush or ahref etc for checking backlinks of my site or competitor site so will this tool ignore the disavow data? If such tools not aware of disavow then it is worthless to check competitor links? Thanks! dev

Change post with date to page without date
what to do with posts that should be pages. One of our clients is a nation wide company with different local pages, targeting city+business. This week we found out that every page has a publishing date in the search results. So the pages are not pages but posts? the publishing dates are a some time ago and we think they hurt the rankings. We want to make those post/ pages, but does this bring any risk? example: plumbing.com/chigaco to the same url? and just change code? the website is build in something called "send".

Alrogthimc penalty due to pharma hack that created drug links to home page. What to do?
Our site: Starcitylimo.com got destroyed by a pharma styled hack to their wordpress site. After having to re build the site from scratch to remove the virus, it was found that hundreds or even thousands of pharma links from overseas sites point to his home page (so we can't just 404 the pages). Contacting the sites for removal does nothing. Added to dissavow 4 months ago did nothing. He's page 5 for every keyword he was position 5 or better for. Is this one of those situations where its time to move on to a new domain?

Site Penalty After Changing Hosting Companies?
In one week's time, we've dropped from #3 on Page 1 of Google to Page 7 (similar on Bing). It looks like our traffic started to drop on 9/5 to 9/7 and has been a steady, rapid decline ever since. 1000s of pages are indexed, just suddenly ranking poorly -- even for branded terms. History:

--In January, we switched to a web redesign & new domain
--In August, our hosting server was slow & kept crashing so we migrated our site to a new hosting company. We're not currently using the old hosting server. All domains, redirects, .htaccess files should now be correct and site speeds are improved.
--In early September, our NEW hosting company had a DNS issue causing more slow speeds and downtime for about 1 wk. Originally they thought it was htaccess so they changed our htaccess file - no luck - then discovered it was DNS. DNS issue was finally resolved on September 6th -- one day before the penalty/traffic issue seemed to begin.
-- According to GWMT, it looks like there were crawls completed around 9/4-9/5 What we've tried:
--Webmaster Tools - Googlebot dropoff since 9/5 (see attached screenshot). Nothing flagged. No site health alerts. Fetch as Google works. No manual webspam actions found.
-- W3C link checker, screamingfrog SEO spider, Xenu Link Sleuth, OSE (found some 4xx errors so we've updated those links)
-- Majestic SEO - backlinks reviewed 9/3 to 9/8
-- spoke to two different Adwords salespeople; unable to help
-- Bing Webmaster Tools
-- not showing organic search traffic since 9/6
-- 15% fewer pages crawled this month
-- top keywords are very odd -- stuff like "mt1 google apis" and "aaremel"
-- there are 4xx crawl errors under Crawl Information. We've fixed those URLs but they still appear in Webmaster Tools
-- some missing h1's and meta's, and dup titles, which we're working to fix
-- spike in crawl errors 9/11-9/12 and again on 9/14-9/15 It's been one thing after another this year, but all issues are now resolved with the exception of this newly-discovered penalty. Disavow tool removed all our links from webmaster tools
We recently used the Google Disavow tool to remove 200 bad links but Google has nearly removed all our links from webmaster tools from over 2000+ we only have 150 now! Has anyone had the same problem? Any advice would be much appreciated. Thanks Paul

Ranking for our member's company names without giving them all away!
Hi, We have a directory of 25,000 odd companies who use our site. We have a strong PR site and want to rank a page for each company name. Some initial testing on one or two company names brings us to #2 after the company's own web site in the format: "Company Name Reviews and Feedback" - so it works well. We want to do this for all 25,000 of our members, however we do not wish to make it easy for our competitors to scrape through our member database!! e.g. using: www.ourdomain.com/randomstring/company-name-(profile).php unfortunately with the above performing a search on google for site:domain.com/()/()(profile).php would bring up all records. Are there any tried and tested ways of achieving what we're after here? Many Thanks.
