Best blog practices for website

For my Insurance website blog, I use MOZ to help me find high DA authoritative sites, then either generate ideas from them, or rewrite the copy.
If I rewrite the copy, I tend to pull from 2 - 3 top authoritative sites. Just so I don't get in trouble, but still offer the most concision information.
_My question is, Is this ok to do? _
Secondly, I just read that on some .Gov sites the information is public, and that you can use it as long as you give credit.
_My questions is, how do I tell which information is public? _

My rule of thumb is to deem all content not to be yours, read up on your subject from more than one site and then write your own informed content.
I work for a large Industrial Products and Services Company and often carry out spot checks on content which doesn't rank highly on Google. I then send emails to anyone stealing our technical content and ask them politely to take the content down as we own the intellectual property rights to the articles. If nothing happens I send an email to our Intellectual property rights company who then proceed to get the domain withdrawn until the changes have been made.
In the eyes of Google new content is good content and it's clever algorithms can soon tell a clone page. Google doesn't care if it's public or not it cares if it's duplicate.

Solving 'duplicate content' for page 2 of X for 1 blog post
Hi to all SEO wizards, For my Dutch blog google-plus-marketing.nl I'm using WordPress Genesis framework 2.0 with news theme pro 2.0 responsive theme. I love the out of the box SEO friendliness and features. One of those features is that it allows for a blog post or page to be divided into several pages. This results in MOZ signaling duplicate titles for all pages after the 1st page. Now I was thinking that a canonical url set to the first page should do the trick for me as I reason that the rank will go the the first page and the rest will not be seen as duplicates. Genesis does some good stuff on it's own and places the following meta tags in the header for the first page. All looks well and my question is about the same meta tags for the 2nd page and higher that I pasted below this one for the 1st page. Meta tags page 1 of X for blog post Meta tags page 2 of X for the same blog post Would it not be better to point the canonical url for page 2 till X to always point to the first page? In this case:

Are there tools to discover duplicate content issues with the other websites?
We have issues with users copy-pasting content from other sources into our site. The only way I know to find out, is to manually (!!) copy a snippet of their text into google, to see if I get results from other sites. I have been googling for tools to help automate this process, but without luck. Can you recommend any?

In competitive domain analysis my website shows pages that I no longer have.
When I go to my campaign, link analysis, under competitive comparison/followed backlinks, the 5 pages under Anchor Text/Target URL, supposedly on my website, are not on my website anymore. I recently moved my domain name to another server (before signing up for seomoz) and deleted the forum associated with my website. Those 5 pages are all from that now extinct forum. What's going on?

Best way to use OSE Advanced Reports
I can see that Open Site Explorer's Advanced Reports feature is very powerful in terms of sifting through large amounts of link data, but does anyone have any useful tips on how to get the most out it? I want to use my 5 reports a month, but I want to make to maker sure I'm making the most of that allowance.
