Spam Score 8/17 with no inbound links. Any hints ?

Hi everyone,
One of my client's website has a 8/17 Spam Score. (Domain Authority 18)
Thing is, he has 0 inbound links (using Open site explorer) but he has 5 referring domains (when using Majestic).
No error messages whatsoever in his Search Console.
My questions are :

what could explain that 8 Spam Score ?

what can I do to lower that spam score (except disavow links in GWT) ?

Moz's Spam Score is about far more than just questionable backlinks. Since we don't have a URL to dig deeper and offer specific suggestions, the best I can really off you is a couple of links to better understand what it is you're looking for - it will probably spark a few ideas for you.
As far as using tools like OSE and Majestic goes, Chris Hickman is correct in that they're imperfect. OSE seems to have the smallest index (ie the lowest volume of sites crawled) while Majestic has the most so it's only natural that Majestic would be giving you higher numbers.

Keep in mind the spam score is more of a helping tool, rather than a complete tool. In other words it's there to give you an idea of how your link profile appears, more than telling specifically which links are harmful. I believe the tool will be going away soon, so don't look too far into it.
Also, different tools, such as majestic and AHREFs are great for monitoring back links, but are not always 100% accurate. Sites like these, and even Open Site Explorer, don't have to the resources to scan the internet like Google does. With that being said, go to the source. Review your link provide within Google Search Console. Rather than using a tool, do it yourself, the results will be much more thorough.

Hi On our blog, we have a section called 'Tags'. I have just noticed that these links are all "no follow" links. The tags section does appear on every single page on the blog - is this recommend to have them as 'no follow' links or should I get our developer to change them. Thanks

Transferring link juice on a page with over 150 links
I'm building a resource section that will probably, hopefully, attract a lot of external links but the problem here is that on the main index page there will be a big number of links (around 150 internal links - 120 links pointing to resource sub-pages and 30 being the site's navigational links), so it will dilute the passed link juice and possibly waste some of it. Those 120 sub-pages will contain about 50-100 external links and 30 internal navigational links. In order to better visualise the matter think of this resource as a collection of hundreds of blogs categorised by domain on the index page (those 120 sub-pages). Those 120 sub-pages will contain 50-100 external links The question here is how to build the primary page (the one with 150 links) so it will pass the most link juice to the site or do you think this is OK and I shouldn't be worried about it (I know there used to be a roughly 100 links per page limit)? What is the best practice to seperate different locations and languages in an URL? At the moment the URL is www.abc.com/ch/de. Is there a better way to structure the URL from an SEO perspective?
I am looking for a solution for using a new URL structure without using www.abc.com**/ch/de** in the URL to deliver the right languages in specific countries where more than one language are spoken commonly. I am looking forward to your ideas!

Too Many Page Links
I have 8 niche websites for golf clubs. This was done to carve out tight niches for specific types of clubs then only broadens each club by type - i.e. better player, game improvement, max game improvement. So far, for fairly young sites, <1 year, they are doing fairly well as I build content. Running campaigns has alerted me to one problem - too many on-page links. And because I use Wordpress those links are on each page in the right sidebar and lead to the other sites. Even though visitors arrive via organic search in most cases they tend to eventually exit to one of the other sites or they click on a product (Ebay) and venture off to hopefully make a purchase. Ex: Drivers site will have a picture link for each of the other 7 sites. Question: If I have one stie (like a splash page) used as one link to that page listing all the sites with a brief explanation of each site will this cause visitors to bounce off because they will have one click, than the list and other clicks depending on what other club/site they would like to go to. The links all open in new windows. This would cut down on the number of links per page of each site but will it cause too much work for visitors and cause them to leave?

301 Redirect / cross-domain canonical to a URL w/ Ampersand
I have a question regarding ampersands, we are needing to redirect to a URL w/ an ampersand in the URL: http://local.sfgate.com/b18915250/Sam-&-Associates-Insurance-Agency Will Google pass page authority/juice despite the fact that there is an ampersand in the URL, if we were to 301 redirect or cross-domain canonical to the url? Should we 301 redirect to http://local.sfgate.com/b18915250/Sam-%26-Associates-Insurance-Agency instead of http://local.sfgate.com/b18915250/Sam-&-Associates-Insurance-Agency? I don't have the option of removing the ampersand Thank you for your time!

Linking to unrelated content
Hi, Just wanted to know, linking to unrelated content will harm the site? I know linking to unrelated content is not good. But wanted to know weather any chances are there or not. I have a site related to health and the other one related to technology. The technology site is too good having PR 6 and very good strong backlinks. What should i do with the links for "Login", "Register", "My Trolley" links on every page.
My website ommrudraksha has 3 links on every page. 1. Login 2. Register 3. My trolley My doubt is i do not want to give any weightage to these links. does these links will be calculated when page links are calculated ?
