Googlebot being redirected but not users?

We seem to have a slightly odd issue.
We noticed that a number of our location category pages were slipping off 1 page, and onto page 2 in our niche. On inspection, we noticed that our Arizona page had started ranking in place of a number of other location pages - Cali, Idaho, NJ etc. Weirdly, the pages they had replaced were no longer indexed, and would remain so, despite being fetched, tweeted etc.
One test was to see when the dropped out pages had been last crawled, or at least cached. When conducting the 'cache:domain.com/category/location' on these pages, we were getting 301 redirected to, you guessed it, the Arizona page. Very odd. However, the dropped out pages were serving 200 OK when run through header checker tools, screaming frog etc.
On the face of it, it would seem Googlebot is getting redirected when it is hitting a number of our key location pages, but users are not. Has anyone experienced anything like this? The theming of the pages are quite different in terms of content, meta etc.

Can anyone offer any insight on this? The issue shows no sign of improving, and our organic is tanking.
If this really is an issue on Google's side, and it appears based on our technical set up, how can I force Google to take note and reindex the pages?

Weirdly, at the time this seemed to correct itself overnight without any fixes our end. However 6 months on and it has happened again... Only this time, all location pages have dropped out of index, but latest cache versions all redirect to the Kansas page.
Have checked log files for these relevant URLs, and all show 200 (and being crawled regularly). When you fetch them in SC the show as complete, and they are all still indexed in Bing.

Hi Nicola,
Have you checked your canonical tags to be sure that they are pointing to the correct URL? Sometimes with storefront pages people just copy/paste the same HTML, swapping out the contact information. But maybe they forgot to update the canonical tags?

Sounds like a very strange one indeed. I can't say I've ever heard of Google giving a redirect when other 3rd party crawlers give you a 200.
My only suggestion to begin the troubleshooting would be to have a look at your htaccess and maybe Robots to see if there are any directives in there addressing Google specifically.
Anthony's suggestion is also a great idea. At least you'll see what Google is picking up on those pages right now rather what they saw last time it was cached.

You mention these pages are returning 200 in SEO tools, but would you please share what are these URLs are returning when you Fetch as Googlebot in Google Search Console? Test it in both desktop and mobile versions.

Redirected Old Pages Still Indexed
Hello, we migrated a domain onto a new Wordpress site over a year ago. We redirected (with plugin: simple 301 redirects) all the old urls (.asp) to the corresponding new wordpress urls (non-.asp). The old pages are still indexed by Google, even though when you click on them you are redirected to the new page. Can someone tell me reasons they would still be indexed? Do you think it is hurting my rankings?

Website Redesign, 301 Redirects, and Link Juice
I want to change my client’s ecommerce site to Shopify. The only problem is that Shopify doesn’t let you customize domains. I plan to: keep each page’s content exactly the same keep the same domain name 301 redirect all of the pages to their new url The ONLY thing that will change is each page’s url. Again, each page will have the exact same content. The only source of traffic to this site is via Google organic search and sales depend on the traffic. There are about 10 pages that have excellent link juice, 20 pages that have medium link juice, and the rest is small link juice. Many of our links that have significant link juice are on message boards written by people that like our product. I plan to change these urls and 301 redirect them to their new urls. I’ve read tons of pages online about this topic. Some people that say it won’t effect link juice at all, some say it will might effect link juice temporarily, and others are uncertain. Most answers tend to be “You should be good. You might lose some traffic temporarily. You might want to switch some of your urls to the new structure to see how it affects it first.” Here’s my question: 1) Has anyone ever done changed a url structure for an existing website with link juice? What were your results and do you have a definitive answer on the topic? 2) How much link juice (if any) will be lost if I keep all of the exact content the same but only change each page’s url? 3) If link juice is temporarily lost and then regained, how long will it be temporarily lost? 1 week? 1 month? 6 months? Php 301 redirect
Hi I am migrating an old wordpress site to a custom PHP site and the URL profiles will be different, so want to retain all link profiles and more importantly if a user visits the old urls via search then they are seamlessly transferred to the new equivalent page For example www.domain.com/about-us is going to need to redirect to www.domain.com/aboutus.php www.domain.com/furniture is going to need to redirect to www.domain.com/furniture-collections.php etc What is the best way of achieving this apart from .htaccess as not 100% confident of doing this. Could it be done via PHP or using meta tags?

What are the effects of having Multiple Redirects for pages under the same domain
Dear Mozers, First of all let me wish you all a Very Happy, Prosperous, Healthy, Joyous & Successful New Year ! I'm trying to analyze one of the website's Web Hosting UK Com Ltd. and during this process I've had this question running through my mind. This project has been live since the year 2003 and since then there have be changes made to the website (obviously). There have also been new pages been added, the same way some new pages have even been over-written with changes in the url structures too. Now, coming back to the question, if I've have a particular url structure in the past when the site was debuted and until date the structure has been changes thrice (for example) with a 301 redirect to every back dated structure, WOULD it impact the sites performance SEOwise ? And let's say that there's hundreds of such redirections under the same domain, don't you think that after a period of time we should remove the past pages/urls from the server ? That'd certainly increase the 404 (page not found) errors, but that can be taken care of. How sensible would it be to keep redirecting the bots from one url to the other when they only visit a site for a short stipulated time? To make it simple let me explain it with a real life scenario. Say if I was staying a place A then switched to a different location in another county say B and then to C and so on, and finally got settled at a place G. When I move from one place to another, I place a note of the next destination I'm moving to so that any courier/mail etc. can be delivered to my current whereabouts. In such a case there's a less chance that the courier would travel all the destinations to deliver the package. Similarly, when a bot visits a domain and it finds multiple redirects, don't you think that it'd loose the efficiency in crawling the site? Ofcourse, imo. the redirects are important, BUT it should be there (in htaccess) for only a period of say 3-6 months. Once the search engine bots know about the latest pages, the past pages/redirects should be removed. What are your opinions about this ?

301 Redirect With A Message And Delay
Hello, I'd like to sell a site I own. I'd like the site to be redirected to the buyers site with a 301 redirect. But I'd like the viewer to be informed that the site was purchased by this company and they will be redirect in 5 seconds.I'd like for the redirect to be a complete 301 and pass as much linklove as possible.
