Header tags ratio matters?

Do we have anything like header tags ratio as of now in favour to search engines? Of course no multiple H1 tags. What if h2 or h3 tags are more than each others? We have top navigation links and one more navigation links which are h2 tags across all pages of website. Does this hurt?

We have 1 h1, 19 h2, 4 h3 and 8 h4 tags for most of our pages. Like these h2s are repeating from almost every page. Does this hurt us anywhere? And h4 tags are at footer links. I am worried whether same tags repeating across different pages.

I agree with Alick300. As long as the structure make sense and you (typically use) one H1. Also, you shouldn't go from an h1 to an h3 without an h2. I can see h3 being more than h2's in a case like below (even though I would use li)::
h1 - heading
h2 - subheading
h3 - subheading
h3 - subheading -

There is no rules for h2 and h3 tags as long as they make sense but h1 tag should be use only once.
