What does "base" link mean here?

On http://www.google.com/support/webmasters/bin/answer.py?answer=139394, it says:
rel="canonical"
can be used with relative or absolute links, but we recommend using absolute links to minimize potential confusion or difficulties. If your document specifies a base link, any relative links will be relative to that base link.Where would a document specify a base link? And how?

I would always recommend when implementing canonical tags that you use an absolute links, which just means your entire url starting with http://
When they are talking about relative canonical links they mean relative to the "base" link, which could also be called the root of your website. So if your url was: http://www.rootdomain.com then your relative rel canonical tag would be

A web page can provide a line of code in the area of the page which defines a base URL. Example:
<base href="http://www.mysite.com/">
The remaining links on the page will prepend non-absolute links with the base URL. If you wish to refer to a URL: "http://www.mysite.com/cars/ford/mustang" then you could simply use "cars/ford/mustang". This method is referred to as relative URLs. The URLs are relative to their base.
Offering the full URL is referred to as an absolute URL.

My "search visibility" went from 3% to 0% and I don't know why.
My search visibility on here went from 3.5% to 3.7% to 0% to 0.03% and now 0.05% in a matter of 1 month and I do not know why. I make changes every week to see if I can get higher on google results. I do well with one website which is for a medical office that has been open for years. This new one where the office has only been open a few months I am having trouble. We aren't getting calls like I am hoping we would. In fact the only one we did receive I believe is because we were closest to him in proximity on google maps. I am also having some trouble with the "Links" aspect of SEO. Everywhere I see to get linked it seems you have to pay. We are a medical office we aren't selling products so not many Blogs would want to talk about us. Any help that could assist me with getting a higher rank on google would be greatly appreciated. Also any help with getting the search visibility up would be great as well.

72KB CSS code directly in the page header (not in external CSS file). Done for faster "above the fold" loading. Any problem with this?
To optimize for googles page speed, our developer has moved the 72KB CSS code directly in the page header (not in external CCS file). This way the above the fold loading time was reduced. But may this affect indexing of the page or have any other negative side effects on rankings? I made a quick test and google cache seems to have our full pages cached, but may it affect somehow negatively our rankings or that google indexes fewer of our pages (here we have some problems with google ignoring about 30% of our pages in our sitemap".)

Social Links through Link Shortners. Does it count?
We use link shortner services like Bitly, Goo.gl, etc. Does the post used while making use of such link shortner services counts as a social signal. Or should we post the complete website url pointing to each page while posting on social sites. Secondly, should we write a new description while posting on Social sites or just copy paste a few lines of original posts?

"Iffy" Question
Hi Guys and Girls, I have been studying SEO for a few years now. I have learned quite a bit along the way. One thing that I have had BEAT in my head is "Create Quality Content". When I used to ask "What Should I do to get more visits?" I was told, "Create QUALITY CONTENT". That was great advice, and I have done that. I have created over 600 pages since then. I went from 200 visits per month to now just over 5,000. Even more importantly, I have increased my lead conversions. I say all of this because, about two years ago I told a competitor basically how you rise up in the search engines. He turned around and bought a domain that was 3 years older than mine and had a main keyword in the domain. He then just started building links with a bunch of blog comments and forum posts (The blog comments have like 2,000 comments on them). In other words, he did what I would NOT do yet he is #5 for this keyword and I am #9. (Although, I turned around and built another site and now I am at #13 for that and it has been up for a year now. I say all this, not to bore you but to tell ask you, DOES IT WORK IF YOU DO BLOG COMMENTING, FORUM POSTING, LINK WHEELS, ETC. Do you obtain higher rankings? Should I be doing a bit of video marketing? I know a lot of people will say, "Why would you spend your time on things that may slightly impact your rankings, but obviously it did something for this guy. Any help you can give would be greatly appreciated.
