Can a .ly domain rank in the United States?

Hello members. I have a question that I am seeking to confirm whether or not I am on the right track. I am interested in purchasing a .ly domain which is the ccTLD for Libya. The purpose of the .ly domain would be for branding purposes however at the same time I do not want to kill the websites ability to rank in Google.com (United States searches) because of this domain.
Google does not consider .ly to be one of those generic ccTLDs like. io, .cc, .co, etc. that can rank and Bitly has also moved away from the .ly extension to a .com extension. Back in 2011 when there was unrest in Lybia, a few well known sites that utilized the .ly extension had their domains confiscated such as Letter.ly, Advers.ly and I think Bitly may have been on that list too however with the unrest behind us it is possible to purchase a .ly so being able to obtain one is not an issue.
From what I can tell, I should be able to specify in Google Search Console that the website utilizing the .ly extension is a US based website. I can also do this with Google My Business and I will keep the Whois info public so the whois data can been seen as a US based website.
Based on everything I just said do any of you think I will be OK if I were to register and use the .ly domain extension and still be able to rank in Google.com (US Searches). Confirmation would help me sleep better. Thanks in advance everyone and have a great day!!

Thank you for your reply Peter. I have purchased the domain so lets see how it goes. I will respond here with my findings. These are the steps I am taking:

Public Whois info with a United States address (my business address).

Name servers changed to a US DNS.

Setting the location to the US in Search Console.

Setting the location to a US address in Google My Business.

Use of a web server in the United States (my business address).
According to the registrar that I purchased the domain from roughly 29% of their entire domain client base is in the United States. According to the .ly registrar, US citizens are able to purchase any .ly domain with the exception of 3 character or less .ly's.

Can a .ly domain rank on Google.com? Sure. Here are many that do:

Do they have a ranking disadvantage? That's a lot tougher question. It's definitely in a gray area. Thanks to Bit.ly and some others, there is some precedent for these domains to be treated as generic, if other signals suggest they are not Libyan domains (geo-location, language, etc.), but there's always more risk for a new site and a chance you'll need to spend more to get the same results.
The political situation is much more worrisome, though, because none of us can predict that. If there's a history of .ly domains being confiscated and if that confiscation was considered legal (even in the short-term), then there's no guarantee that won't happen again. That's a risk we can't calculate in SEO terms. The fact that even Bitly eventually went to bitly.com doesn't bode well.
My gut feeling is that (1) there are no magic domain names, and you're going to have to advertise/market/promote any new domain, and (2) given the geo-political situation there is more than average risk (vs., say, a .co domain or one of the new TLDs). There's a lot I don't know about your situation, but I think your hesitation is warranted.

Domain switch planned - new domain accessible - until the switch: redirect from new to old domain with 307?
Hi there, We are going to switch our local domain oldsite.at to newsite.com in November. As our IT department wants to use the newsite.com already for email traffic till then, the domain newsite.com has to be accessible for public and currently shows the default Apache page without useful content. The old domain has quite some trust, the new domain is a first time registered domain (not known by search engines yet and no published anyhow). The domain was parked till now. I am aware of the steps to take for the switch itself, but: **what to do with the newsite.com domain until everything is prepared for the switch? **I suppose users or search engines find the domain and as there is no useful information available it harms us already. My idea was to 307 redirect newsite.com to the oldsite.at but the concern is that this causes problems as soon as we switch the domain and redirecting with 301 from oldsite.at to newsite.com? Consolidating two separate domains and redirecting towards a new replatformed domain
A client has two different sites selling the same products with the same content, they would like to replatform onto Magento while redirecting those 2 sites to the new URL. The question is, besides monitoring the 301 redirects is there anything else to take into consideration when consolidating two sites into one new site?

Subdomain and root domain
Hey Everyone, our page has multiple domains and I'm wondering how it affects search rankings today. I saw some stuff from almost a year ago, but I'm not sure if something has changed. We currently have our root domain "www.xyz.com" and started moving some pages over to a different sub-domain "web.xyz.com" because of usability and ease of adjusting content. How much will this affect our seo? Thanks!

Redirect ruined domain to new domain without passing link juice
A new client has a domain which has been hammered by bad links, updates etc and it's basically on its arse because of previous SEO guys. They have various domains for their business (brand.com, brand.co.uk) and want to use a fresh domain and take it from there. Their current domain is brand.com (the ruined one). They're not bothered about the rankings for brand.com but they want to redirect brand.com to brand.co.uk so that previous clients can find them easily. Would a 302 redirect work for this? I don't want to set up a 301 redirect as I don't want any of the crappy links pointing across. Thanks!

Wrong page being ranked
Hi there, This seems a bit of a strange one, I have a particular keyword which I am trying to rank for, all internal links with the appropriate anchor text are pointing to the page I want to rank for, for this particular keyword, all external links are pointing to the page I want to rank for, for this particular keyword, however Google is ranking another page on my website for this keyword and the bizarre things is the page which is being ranked is a .PDF I am really not sure what else to do to give Google the hint that they are ranking the wrong page, any ideas? Nobody Can Answer This? What Can Google Tell About Videos?
I uploaded a video to youtube one time and then went to upload it again, but saved differently with different tags. Youtube rejected the second upload as being the same as the first. Really, it was the same... just a different file with different tags. Now, I was thinking about making and uploading some similar but not identical videos for embedding on some web pages. Was thinking I'd make the voice overs different, but the images mostly the same montage. Do you think Youtube/Google will see it as the same video? I kind of assume that it didn't fly when I first tried it some time ago because youtube was looking at the audio in the way it can make a transcription. Do you think if the audi,o, file name, tags were different, it wouldn't matter if the video was the same? Thanks!
