How to stagger <h>tags?</h>

This might seem like a silly question, but It's one that I would like to get some responses from the SEO community.
Do <h>tags need to be staggered according to the numbers?
For example: A few of our clients have their h1 tag listed on a mid-way header that is halfway down their page, and there are both h2's and h3's listed before the h1 in the source code. Does this matter?

H1 tags are usually reserved for the title of the page, or important stand out headings. It is possible for this heading to be halfway down the page but very unusual. The h tags do not necessarily need to be in order. They are used to organize headings by their importance. For instance you could have an h2 heading and have an h3 and an h4 heading in the same copy block and then start a new topic paragraph with another h2 heading and once again use the h3 and h4 headings within the next block of copy.
So no they do not need to go in order but their contents, relevance or organization is dictated by the heading used.

Uppercase/Lowercase Reading As Duplicate Permalinks
I cannot figure out if this is an actual SEO issue or just a crawl reader error. I use Screaming Frog to crawl my site and use their SEO features. When I look at page titles and duplicates it shows all our pages twice... some with 1 letter capitalized and the other not. I don't REALLY have duplicate permalinks do I? I also noticed when I use some open site explorers and paste in both permalinks the specs will show for the permalink that's all lowercase but it won't find anything for the "duplicate" permalink that is capitalized. [Very Urgent] More 100 "/search/adult-site-keywords" Crawl errors under Search Console
I just opened my G Search Console and was shocked to see more than 150 Not Found errors under Crawl errors. Citation/Business Directory Question...
A company I work for has two numbers... one for the std call centre and one for tracking SEO. Now, if local citation/business directory listings have the same address but different numbers, will this affect local/other SEO results? Any help is greatly appreciated! 🙂

Canonical tag - but Title and Description are slightly different
I am building a new SEO site with a "Silo" / Themed architecture. I have a travel website selling hotel reservations. I list a hotel page under a city page - example, www.abc.com/Dallas/Hilton.html Then I use that same property under a segment within the city - example www.abc.com/Dallas/Downtown/Hilton.html, so there are two URLs with the same content Both pages are identical, except I want to customize the Title and Description. I want to customize the title and description to build a consistent theme - for example the /Downtown/Hilton page will have the words "Near Downtown" in the Title and Description, while the primary city Hilton page will not. So I have two questions about this. First, is it okay to use a canonical tag if the Title and Description are slightly different? Everything else is identical. If so, will Google crawl and comprehend the unique Title and Description on the "Downtown" silo? I want Google to see that I have several "supporting" pages to my main landing page(s). I want to present to Google 5 supporting pages in each silo that each has a supporting keyword theme. HTML5 Nav Tag Issue - Be Aware
In checking my internal links with GWT, it is apparent that links within the nav tag in HTML5 are discounted by Google as "internal links" This could have major repercussions for designing your internal link structure for SEO purposes. I was surprised to see this result, as I have never seen it discussed. Anyone else notice this, or have any alternative views?

Should HTML Heading Tags ALWAYS be in Hierarchical Order?
The question is in the title: Should HTML Heading Tags ALWAYS be in Hierarchical Order? For example, using them in order: H1, H2, H3... etc. Or is it OK to have H2 tags before the main H1 tag on a page? - for example sidebar content with H2 headings before the main content H1 tag? Your thoughts are greatly appreciated.
