301 a page and then remove the 301

I have a real estate website that has a city hub page. All the homes for sale within a city are linked to from this hub page.
Certain small cities may have one home on the market for a month and then not have any homes on the market for months or years. I call them "Ghost Cities". This problem happens across many cities at any point in time. The resulting city hub pages are left with little to no content.
We are throwing around the idea of 301 redirecting these "Ghost City" pages to a page higher up in the hierarchy (Think state or county) until we get new homes for sale in the city. At that point we would remove the 301.
Any thoughts on this strategy? Is it bad to turn 301s on and off like that? Thanks!

We all know that some of the link juice dies with 301's but I suspect that with a 302 you would keep the link juice.

Supposedly we have 6 cities, City A ~ City F
City A ~ C (3 cities) is a ghost city
We can easily make City A, showed additional results for City D and E, while City B shows additional results for City E and F, and of course City C showed results for City F and City D..
In reality, i think one city is surrounded only by 3 ~ 4 cities right? so there will be no city that will have exactly the same neighborhood
If you want you can even kick the additional listing into overdrive by giving some randomization
For example
http://www.stand-out.net/Movitel-Cuffed-Jeans-pr-7703.html (not my site)
You can see the "More From Humor" Section always randomized 3 more items that has Humor Brand (try refreshing the page to see the randomization)... there is no way that you will ever have a duplicate content this way
Again, dont try to built a page for SEO, but built them for your customer first, you will definitely have a very happy customer if you showed them additional result from nearby cities instead of just BLINDLY redirect them to another city

Playing devil's advocate, should we worry about duplicate content? There would be 100s of pages that all had different titles/h1s, but very similar content (just different nearby cities).
In general, I like this idea.

Yea it is definitely a viable option. Just wondering if there would be an added benefit to passing the link juice through a 301, especially if there isn't a penalty for turning it off/on.

In my opinion, i think there is no problem ... But if you want to be on a safe side , why not filled it with useful information instead?
For example : I went to City X Hub Page... when it has absolutely no home at all, i think the visitor would be much more happier when they see certain information like "Duh... no one is selling home in this Ghost City, perhaps you would be interested in properties from nearest city around it such as Show some good home on City Y and City Z "

Wouldn't a 302 be a better option? Temporary vs permanent.

301 migration - Indexed Pages rising on old site
Hello, We did a 301 redirect from site a to site b back in March. I would check on a daily basis on the index count using query "site:sitename" The past couple of days, the old domain (that was 301 redirected) indexed pages has been rising which is really concerning. We did a 301 redirect back in march 2016, and the indexed count went from 400k pages down to 78k. However, the past 3 days it went from 78k to 89,500. And I'm worried that the number is going to continue to rise. My question - What would you do to investigate / how to investigate this issue? Would it be screaming frog and look at redirects? Or is this a unique scenario that I'd have to do other steps/procedures?

Page Count in Webmaster Tools Index Status Versus Page Count in Webmaster Tools Sitemap
Greeting MOZ Community: I run www.nyc-officespace-leader.com, a real estate website in New York City. The page count in Google Webmaster Tools Index status for our site is 850. The page count in our Webmaster Tools Sitemap is 637. Why is there a discrepancy between the two? What does the Google Webmaster Tools Index represent? If we filed a removal request for pages we did not want indexed, will these pages still show in the Google Webmaster Tools page count despite the fact that they no longer display in search results? The number of pages displayed in our Google Webmaster Tools Index remains at about 850 despite the removal request. Before a site upgrade in June the number of URLs in the Google Webmaster Tools Index and Google Webmaster Site Map were almost the same. I am concerned that page bloat has something to do with a recent drop in ranking. Thanks everyone!! Alan

How to conduct catch 301 redirects & have the separate 301 redirects for the key pages
Hi, We've currently done a site migration mapping and 301 redirecting only the sites key pages. However two GWT (Google Webmaster Tools) is picking a massive amount of 404 areas and there has been some drop in rankings. I want to mitigate the site from further decline, and hence thought about doing a catch 301 - that is 301 redirecting the remaining pages found on the old site back to the home page, with the future aim of going through each URL one by one to redirect them to the page which is most relevant. Two questions, (1) can I do a catch 301 and if so what is the process and requirements that I have to give to the developer? (2) How do you reduce the number of increasing 404 errors from a site, despite doing 301 redirects and updating links on external linking sites. Note: The server is apache and the site is hosted on Wordpress platform. Regards, Vahe

301 redirect
I have 2 websites, lets call them Website A and Website B. Website A is a commercial website, website B is a 7 years old blog. Website B has many natural, high quality BL, including some from Nytimes, etc. I want to integrate the blog (B) into the commercial website (A). The idea behind this thought is to compress the two websites, it is easier to have everything in one place. I will do this with 301 redirect via Webmaster tools, htaccess etc. The uRL structure will remain the same: eg: websiteB/post-title/ -> websiteA/post title What will happen with my quality BLs? Is there any chance to be penalized by Google? What will happen with the PR of the 2 sites? Thanks.

High number of items per page or low number with more category pages?
In SEO terms, what would be the best method: High number of items per page or low number with more pages? For example, this category listing here: http://flyawaysimulation.com/downloads/90/fsx-civil-aircraft/ It has 10 items per page. Would there be any benefit of changing a listing like that to 20 items in order to decrease the number of pages in the category? Also, what other ways could you increase the SEO of category listings like that?

Pages On Subfolder Not Ranking
A subdirectory/folder on our website doesn't seem to rank for any keywords where the same type of pages on the same competition level keywords rank perfectly fine. For awhile the pages weren't getting indexed but were crawled regularly. Can't seem to figure the problem out.
