Should I build internal links to my homepage?

Ive done a lot of internal linking before but its always been for other inner pages but now I need to do it for a websites homepage but this got me thinking if its even worth doing and should I be doing it at all? For the first question I was thinking that surely the homepage has more authority than any of my inner pages so how would internal links from inner pages help and for the second question Ive read a few posts like this Kissmetrics one here where it says you shouldnt do it.
There are two types of links you should avoid using in your content:
Homepage. Most sites have too many links to the homepage as it is. You would rather strengthen internal pages to boost the overall SEO of your site, rather than simply point more links at the homepage.

Well, yeah, you should avoid linking to your homepage from content. But there should be at least one link to your homepage on every page. In the header. Header + Footer also works.

Link building - am I too cautious?
The only backlink building I am doing is guest blogging as it seems most other methods have potential to harm rankings in the post panda/penguin era. As mentioned in another post I'm trying to get a strategy for social media that works as I believe social likes/shares are important. What other link building methods can I use that are totally safe? Is it okay to 'buy' a link on botw r examleas theyre editorally reviewed? I'm asking myself 2 questions when acquiring limks. 1. Would I want this link if google didn't exist and 2. Do you spend much time on the phone when link building?
When it comes to link building for a client how important is it to get on the phone when chasing links from other sites? Would you say this done all the time, half the time, not at all?
