Page speed load time - 3 seconds

This Moz blog references a page load time of 2-3 seconds. I've seen the 3 seconds referenced elsewhere, but I'm not sure what that measurement is -- is the target a 3 second speed index, or 3 second CPU idle? Or something else? Curious if anyone knows the answer.

It's the DOM Content Load Time or Total Load Time that you see in the console of your browser (usually under Network in your console). That number gives a good representation of how fast your site could be. That's usually what people are referring too. What I would want to add to this is that you should measure this based on the First Page Load as otherwise it could be affected by pages that load cached assets.

I have a quick question that I hope someone might be able to help me with. On a wordpress website I have a lot of posts in each category. My problem is there are now several category pages. ie: https://www.mywebsite.com/category/cat-name/ https://www.mywebsite.com/category/cat-name/page2 https://www.mywebsite.com/category/cat-name/page3 The problem is on the category page I can set page title / description etc. But the problem is I cant do that on page2 / page 3 etc. Does anyone know how I can change the titles and decriptions etc on those pages. Determining When to Break a Page Into Multiple Pages?
Suppose you have a page on your site that is a couple thousand words long. How would you determine when to split the page into two and are there any SEO advantages to doing this like being more focused on a specific topic. I noticed the Beginner's Guide to SEO is split into several pages, although it would concentrate the link juice if it was all on one page. Suppose you have a lot of comments. Is it better to move comments to a second page at a certain point? Sometimes the comments are not super focused on the topic of the page compared to the main text.

Is it bad to have your pages as .php pages?
Hello everyone, Is it bad to have your website pages indexed as .php? For example, the contact page is site.com/contact.php and not /contact. Does this affect your SEO rankings in any way? Is it better to have your pages without the extension? Also, if I'm working with a news site and the urls are dynamic for every article (ie site.com/articleid=2323.) Should I change all of those dynamic urls to static? Thank You.

How do I 301 redirect a number of pages to one page
I want to redirect all pages in /folder_A /folder_B to /folder_A/index.php. Can I just write one or two lines of code to .htaccess to do that?

SEOMoz is indicating I have 40 pages with duplicate content, yet it doesn't list the URL's of the pages???
When I look at the Errors and Warnings on my Campaign Overview, I have a lot of "duplicate content" errors. When I view the errors/warnings SEOMoz indicates the number of pages with duplicate content, yet when I go to view them the subsequent page says no pages were found... Any ideas are greatly welcomed! Dealing with 404 pages
I built a blog on my root domain while I worked on another part of the site at .....co.uk/alpha I was really careful not to have any links go to alpha - but it seems google found and indexed it. The problem is that part of alpha was a copy of the blog - so now soon we have a lot of duplicate content. The /alpha part is now ready to be taken over to the root domain, the initial plan was to then delete /alpha. But now that its indexed I'm worried that Ill have all these 404 pages. I'm not sure what to do.. I know I can just do a 301 redirect for all those pages to go to the other ones in case a link comes on but I need to delete those pages as the server is already very slow. Or does a 301 redirect mean that I don't need those pages anymore? Will those pages still get indexed by google as separate pages? Please assist.
