does <base> in html affect seo?

hey, just wanna know does <base> in head of website affect SEO? and if it's a yes, how?

The purpose of the <base> tag is to set a base domain for linking to elements within it.
Basically, what the base tag does is if you set your <base href="moz.com"> and you link within the document to "/community/q", then the link will take the user to "moz.com/community/q".
There is no effect in SEO besides the fact that you will be creating backlinks to the base site for each element that is referred directly, without a URL.

I hope I am explaining this correctly. If I need to provide any clarity please feel free to ask. We currently use a domain mask on an external platform that points back to our site. We are a non-profit and the external site allows users to create peer-to peer fundraisers that benefit our ministry. Do Abbreviations Hurt SEO Results?
We have certain products that we've abbreviated since it's a bit too long. For example, the word Fair Trade Organic is one of our categories and we abbreviate it to FTO. If I put FTO on our meta tag titles and links instead of the actual word, would that provide a weaker result?

Hi, As far as I know, in the past Italic was used to emphasize (similar use to Bold). Now I've seen people use Italic for quotations. Is that the correct thing to do for an entire paragraph or is it a problem for Google wise? Thanks

If you a symbol in the title of a webpage will this dilute the keywords in the title

thus making it rank worse in search engines here is an example <title><br /> Black Shoe Polish<br /></title> versus <title><br /> ▶ Black Shoe Polish<br /></title> will the extra symbols count as words and thus the dilute the effectiveness of the Black Shoe Polish keyword. sort of making like 4 words instead 3. How do I redirect index.html to the root / ?
The site I've inherited had operated on index.html at one point, and now uses index.php for the home page, which goes to the / page. The index.html was lost in migrating server hosts. How do I redirect the index.html to the / page? I've tried different options that keep giving ending up with the same 404 error. I tried a redirect from index.html to index.php which ended in an infinite loop. Because the index.html no longer exists in the root, should I created it and then add a redirect to it? Can I avoid this by editing the .htaccess? Any help is appreciated, thanks in advance!
