HTTPs to HTTP Links

Hi Mozers,
I have a question about the news that Google Chrome will start blocking mixed content starting in December 2019. That starting in December 2019, users that are presented insecure content will be presented a toggle allowing those Chrome users to unblock the insure resources that Chrome is blocking. And in January 2020, Google will remove that toggle option an will just start blocking mixed content or insecure web pages.
Not sure what this means. What are the implications of this for a HTTPS page that has an HTTP link?

Basically, don't link to the insecure web (HTTP) from HTTPS. I'm uncertain as to how external links will be evaluated, but it does seems as if Google are taking a hard stance on this. I'm expecting the main issue to be stuff like, embedding images on HTTP when they should be embedded using HTTPS

Are footer links important?
We currently display a list of links in the footer of our site to help boost SEO. They were put in place years ago and in a recent discuss with our UX team they requested we remove them from the site. Do footer links have any value? Or is this an old dated practice that no longer works? If we remove the footer links should we expect to see if have an impact on our SEO traffic?

First Link on Page Still Only Link on Page?
Bruce Clay and others did some research and found that the first link on the page is the most important and what is accredited as the link. Any other links on the page mean nothing. Is this still true? And in that case, on an ecommerce site with category links in the top navigation (which is high on the code), is it not useful to link to categories in the content of the page? Because the category is already linked to on that page. Thank you, Tyler

How hard would it be to take a well-linked site, completely change the subject matter & still retain link authority?
So, this would be taking a domain with a domain authority of 50 (200 root domains, 3500 total links) and, for fictitious example, going from a subject matter like "Online Deals" to "The History Of Dentistry"... just totally unrelated new subject for the old/re-purposed domain. The old content goes away entirely. The domain name itself is a super vague .com name and has no exact match to anything either way. I'm wondering, if the DNS changed to different servers, it went from 1000 pages to a blog, ownership/contacts stayed the same, the missing pages were 301'd to the homepage, how would that fare in Google for the new homepage focus and over what time frame? Assume the new terms are a reasonable match to the old domain authority and compete U.S.-wide... not local or international. Bonus points for answers from folks who have actually done this. Thanks... Thoughts on Proactive Link Disavow
One of my newish hobby sites has began to attract some crappy links - as per Google Webmaster Tools, Links To Your Site report. The typical .ru and .pl kind of crap that seems to seep into all somewhat successful sites' link profiles. I have not received any notifications or penalties, BUT I am considering proactively disavowing these, but wanted to bounce this idea off some other SEOs before proceeding. Cheers!

Natural Link Profile, low and high value links, really?
I cant really get my head around this one. I've read a few times when building links make sure you pick up so low value links as well. So here is an example (and lets say each link takes half hour to get): I got 5 hours of link building and this is what I have managed to get with the time. 1. 10 high value links all with PA/DA 50-60+ 2. 5 high value links with PA/DA 50-60+ AND another 5 low value links with PA/DA 10-. Surely #1 beats #2 hands down?

Link Request Email on Site`s Link Pages
Hello I have assembled a list of web-sites that have "Links" section that has a list of persons` favorite tools. Those pages have a link to my competitor. I know my tool is just as good if not better and want to request a link. I`m thinking of sending an email asking for a link and offering a small amount of money for it. Questions: A) How much should I offer? Should I offer anything at all B) Is there an email style that someone can suggest that has been tested and proven to work for this type of situtation?
