A website with some guidelines points similar - is this creates an issue?

Hey Guys,
Please clarify my doubt at the earliest. We just revamped the website with new content and hired a content writer for our services page to make it done.
I just came across with 2 pages with similar guidelines over the content. These are the pages showing some similarity of bulletins. Please take a look on it and give the reply, it creates any ranking issues or not.

A Sitemap Web page & A Sitemap in htaccess - will a website be penalised for having both?
Hi I have a sitemap url already generated by SEO Yoast in the htaccess file, and I have submitted that to the search engines. I'd already created a sitemap web page on the website, also as a helpful aid for users to see a list of all page urls. Is this a problem and could this scenario create duplicate issues or any problems with search engines? Thanks.

Should I delete Meta Keywords from a website?
Hi Guys, I've been reading various posts on the Q&A section here at Moz about Meta keywords. I understand that meta keywords are not relevant with Google and that Bing signals this as spam. I'm optimising existing websites which already have meta keywords in the html coding. My question is: If I delete ALL meta keyword coding will this have any negative impact whatsoever? Why Link Spamming Website Coming on First Page Google?
As we all already know about link spamming. As per Google Guidelines Link building, Exact Keywords Anchor Link Building is dead now but i am looking most of the website coming on first page in Google doing same exact keywords linking. I think directory, article, social bookmarking, press release and other link building activity is also dead now. Matt always saying content is more important but if we will not put any keywords link in content part then how website rank in first page in Google. Can anybody explain why is website coming on first page because when i am doing same activity for quality links with higher domain authority website then we are affected in Google update.

Why do these links violate Google's Quality Guideline?
My reconsideration request was declined by Google. Google said that some of the links to my site (www.pianomother.com) are still outside its quality guidelines. We provide piano lessons and sheet music on the site. Three samples are given. 1. http://www.willbeavis.com/links.htm 2. http://vivienzone.blogspot.com/2009/06/learning-how-to-play-piano.html 3. http://interiorpianoservice.com/links/ The first one is obvious because it is a link exchange page. I don't understand why the 2nd and 3rd ones are considered "inorganic links" by Google. The 2nd link is a blog that covers various topics including music, health, computer, etc. The 3rd one is a page of the site that provides piano related services. Other resources related to piano including my website are listed on the page. Please help. Thanks. John

Secondary Domain Outranking Master Website
IEEE is a large professional association dedicated to serving engineers. The IEEE Web Presence is made up of flagship sites like IEEE.org, IEEEXplore, and IEEE Spectrum, mid-tier sites like Computer.org, and smaller sites like those dedicated to specific conferences. It is unclear exactly when this started - but searches in Google for [ieee] currently return ieeeusa.org before ieee.org. This is troublesome, as users are typically looking for IEEE.org with such a general query. ieeeusa.org is a site that has a much narrower focus - it is dedicated to public policy. IEEE.org is one of the strongest domains - I am thinking that this is a glitch of some sort. I am removing a stale sitemap that is referenced in robots.txt (though again, I'm not seeing any issues with other pages - its just two queries that are trouble: [ieee] and [about ieee]. Can a hidden menu damage a website page?
Website (A) - has a landing page offering courses Website (B) - ( A different organisation) has a link to Website A. The goal landing page when you click on he link takes you to Website A's Courses page which is already a popular page with visitors who search for or come directly into Website A. Owners of Website A want to ADD an Extra Menu Item to the MENU BAR on their Courses page to offer some specific courses to visitors who come from Website (B) to Website (A) - BUT the additional MENU ITEM is ONLY TO BE DISPLAYED if you come from having clicked on the link at Website (B). This link both parties are intending to track However, if you come to the Courses landing page on Website (A) directly from a search engine or directly typing in the URL address of the landing page - you will not see this EXTRA Menu Item with its link to courses, it only appears should you visit Website (A) having come from Website (B). The above approach is making me twitch as to what the programmer wants to do as to me this looks like a form of 'cloaking'. What I am not understanding that Website (A) URL ADDRESS landing page is demonstrating outwardly to Google a Menu Bar that appears normal, but I come to the same URL ADDRESS from Website (B) and I end up seeing an ADDITIONAL MENU ITEM How will Google look at this LANDING PAGE? Surely it must see the CODING INSTRUCTIONS sitting there behind this page to assist it in serving up in effect TWO VERSIONS of the page when actually the URL itself does not change. What should I advise the developer as I don't want the landing page of Website (A) which is doing fine right now, end up with some sort of penalty from the search engines through this exercise. Does Google Penalize for Managing multiple Google Places from the same IP Address? Can you manage from same google account or separate? Or does it matter since it's created from the same IP?
I manage a number of client's Google Places from the same IP and heard this is not a good thing. Are there Do's and Don'ts when managing multiple Google Places? Create separate google accounts for each or can you use the same account?
