It's been 2 years and my Domain authority is not changing. I have been making so many quality links but domain authority does not increase or decrease for my website Tricky enough.
Can anyone help with what is the problem with my website? -

I think SEO experts will advise you better, but I believe your focus is on building a portfolio of backlinks for the homepage. Try diversifying; the other pages, such as the "categories" page, have zero backlinks from what I could notice -

Why does OSE redirect to another url when the url you're testing doesn't redirect in your browser?
Run an OSE report on www.schoolmatters.com/ca/san-diego/personal-injury-lawyer/. OSE redirects to brandingwithseo.com. Why? And if you go to brandingwithseo.com in your browser, it redirects to seocompany.org. Why is OSE redirecting? It appears the links that come up are a combination of links for the seo company and for schoolmatters.com.
