If a site is punished by google like -30, or -60, are the link from that site efficient?

Like this way, if I build a blog
and in some situation, the blog is punished by google as some reason I don't know, all the rank dropped and got the -30 punishment.
If I put a outbound link on the sidebar, or footer position.
what it'll be for that link?
A is punished, a link is put on the A website and link to B website
what that link means to B

doesnt matter if site A sends 100 links to site B. Its just 1 domain thats sending links. So, it hardly matters on how many links does A send to B.

how do judge the percentage of the links that shall not be from A?

only -30 punishment, still get more than 10000 index in google, everything is well

If site A is penalized by Google, then there is a very very slim chance that site B will also get a similar penalty. Google takes into account the overall site links and not just 1 link. If there is only 1 backlink from A to B then it is possible that site B can also take a hit.

Outranked by link farm
Hello Mozzers, I got a questions about some rankings. Some of my sites always had no. 1 rankings for most of the competitive terms per niche. I recently made the change to a full responsive design for more mobile friendliness. No all of the sudden I see different competitors that are not mobile friendly outranking me for some of my most important keywords but also I see some link farm sites (like: camping.startpagina.nl) outranking me for some terms. I was under the impression that Google doesn't like link farm sites? Also I provide a lot of good unique content on my pages and my competitor does no such thing. Still for some terms he outranks me. I understand that it can't be just 1 thing and that there are a lot of factors playing a rol in the big picture but still, you must understand that this is pretty frustrating. I obey the rules of the search engines and see competitors do no such thing and still being outranked by them. Further details of this matter can be send to you in PM if you need it. Link profile heavy with press release syndication links caused drop at Penguin 2.0
I'm wrestling with something that I'm hoping members of the community can provide input on.... I've working with an enterprise level client that is in the business of data capture and distribution. I've diagnosed a clear drop of traffic on May 22nd, i.e a loss of search visibility post Penguin 2.0. Their link profile is big! Discussions with internal stakeholders who have been with the company 10's of years confirm that no "link building" service providers have ever been hired and no over-zealous employee is ever likely to have tried to "do" link building internally. They are just one of those lucky companies that by their nature publish information that people want to link to and share. As a first port of call I've grouped links by anchor text and can see groups of hundreds of matching anchors based on their brand URL and specific page titles. The matching anchors have resulted from big take up of interesting data that they have marketed via press releases. NOT for link purposes. My question is this.... Does the community think or have evidence (or can point me toward any case studies) that show that Press release syndication alone could result in: a) a penguin penalty or...

Can links from an old site raise DA for other site? Or just unethical?
So this may be an odd question. So a competing company went out of business. Their domain name is now available. So just for research purposes, would you ever or would it be unethical for a person to buy an expired competing domain name, and point it to another site to collect their link juice? The site was only a DA of 10, but not sure if one - its bad to buy a competing companies expired domain - and two - even though in the same industry, this would be bad to point it to another site or create a site from it. Just curious your thoughts.

Spam linking site how to report
I have a spam linking site that is generation thousans of links to my site. Even if i have a good link background, this is the only spammy i have, each week number of links comings from it increases by 500 , i know have 3000 links for that site and 1800 for other sites, but that one keeps growing What should i do, i dont want that link it is imposible to remove as webmaster does not respond

Whatever Happened to Text Link Ads?
I've searched the web for any objective articles, good or bad, written about Text Link Ads or Text Link Brokers written in the past two years. Other than the occasional discussion board question, SEOs are silent about these services. I know back in 2006, Rand looked upon them almost favorably. But what has happened since then? Is there any legitimate use for these services anymore (as a link builder)?
