What is the value of english links with foreign language anchor text for a foreign site?

I have a site in Spanish that is hosted in Spain with a .es TLD.
I already have many Spanish-language links from websites in Spain, but I obviously want more and I'm finding I might need to look beyond typical Spanish sites.
In talking to some of my link builders who work on my English/American sites, they are recommending that I build links on the normal article sites, blogs and web 2.0 sites that I normally build links on but that I make all the content English and insert the anchor text in Spanish.
For example, if my site were about "weightloss", my keyword would be "perder peso" (in spanish). They are recommending that I have articles, reviews, etc written about weightloss in English with the anchor text "perder peso" worked into the English article. Most of the sites are English sites that are hosted in the US (article sites, web 2.0 properties, etc).
My question is what is the value of these links? Does anybody have any experience with this?

Alex has a good point there, spanish anchor text inside english text will just look spammy.
One thing to remember is that Google recognize synonyms and other languages as well. If you want to build links for the spanish word "perder peso" and find it very tough to make it effective, links from english sites with the english anchor text "weight loss" will help you as well (the effect might not be as good as with spanish, but it will help).
Google will understand that "perder peso" equals "weight loss". But the recommendation is to work with links for the goal language, it´s most relevant for the users and in the eyes of Google.

It'll just look spammy. Exact matching anchor text seems to be becoming less effective anyway, and Google is good at looking at the context links are placed in, so if a Spanish link is inserted into otherwise English text that will probably look dodgy. And if you're targeting Spanish search engines, links from other countries have less value anyway.

Site Not Being Indexed
Hey Everyone - I have a site that is being treated strangely by google (at least strange to me) The site has 24 pages in the sitemap - submitted to WMT'S over 30 days ago I've manually triggered google to crawl the homepage and all connecting links as well and submitted a couple individually. Google has been parked the indexing at 14 of the 24 pages. None of the unindexed URL's have Noindex or follow tags on them - they are clearly and easily linked to from other places on the site. The site is a brand new domain, has no manual penalty history and in my research has no reason to be considered spammy. 100% unique handwritten content I cannot figure out why google isn't indexing these pages. Has anyone encountered this before? Know any solutions? Thanks in advance.

Better to Remove Toxic/Low Quality Links Before Building New High Quality Links?
Recently an SEO audit from a reputable SEO firm identified almost 50% of the incoming links to my site as toxic, 40% suspicious and 5% of good quality. The SEO firm believes it imperative to remove links from the toxic domains. Should I remove toxic links before building new one? Or should we first work on building new links before removing the toxic ones? My site only has 442 subdomains with links pointing to it. I am concerned that there may be a drop in ranking if links from the toxic domains are removed before new quality ones are in place. For a bit of background my site has a MOZ Domain authority of 27, a Moz page authority of 38. It receives about 4,000 unique visitors per month through organic search. About 150 subdomains that link to my site have a Majestic SEO citation flow of zero and a Majestic SEO trust flow of zero. They are pretty low quality. However I don't know if I am better off removing them first or building new quality links before I disavow more than a third of the links to the site. Any ideas? Thanks,

Ratio of linking C-blocks to Linking domains
Hi, Our linkbuilding efforts have resulted in acquiring a high number of backlinks from domains within a C-block. We all know Google issues penalties whenever someone's link profile looks unnatural. A high number of backlinks but a low number of linking C-blocks would seem to be one of reasons to get penalized. Example: we have 6,000 links from 200 linking root domains coming in from 100 C-blocks. At what point should we start to worry about being penalized/giving off an unnatural look to mr G?

Have my site been penalised ?
Hi, I recently hired a link builder (who works for a digital marketing agency and wanted to earn some extra cash ) to do some link building for me on keyword Carpet Cleaner Hire Basically , May my ranking for this work has moved from 29 up to 13 , then down to 500 + and now up to 67 ?. It's been all over the place and I am worried that maybe google thinks its unnatural or to many links etc. I looked at some of the work this chap did and there was a log of bookmarks done , apparently to increase social awareness and some articles on random forums I never heard of but the articles didn't look to good and in my eyes were a little spammy.. I don't have any messages in WMT saying I have been penalised or anything but I am naturally worried that this chap may have caused damaged and that I was manually penalised. I have since asked him to stop immediately.. does this sound normal for the ranking to be all over the place in this manner when link building ? How can I tell if I have been manually penalized in any way ? What;s the general consensus ?. Should I contact google or leave it and see what happens ? Other keywords seems to be okay though. http://www.meccabingo.com It shows a splash / promotion page yet you check the cache and it's the real homepage, they are doing this so they don't lose rankings but how are they redirecting users to that but Google is caching the real homepage? is it friendly? thanks!!

Site problem
I moved a site earlier on in the year to a better server www.keyrs.co.uk, my main keywords being equity release - equity release calculator and equity release schemes. Since this happened the ranking have gone down and the schemes and calculator terms and have hit positions 7-8 when they were 2-3. basically my question is open to all, i am looking to see what the problem is with these pages as it is driving me nuts. All tools on SEO moz show the pages are doing well, however i must be missing something. Mike

Problem with my site
the site is casino.pt we created the site 7-8 month ago, we started to push it by good and natural links (http://www.opensiteexplorer.org/www.casino.pt/a!links!!filter!all!!source!external!!target!page), links in sites with content rich and most of them related to gambling and sport topics. During the first 3-5 months, the rankings were better and better, after the 6 months, the site lose all its rankings.
