I'm sorry - I meant to ask the question about the Rank tracker tool that you provide.
Don't get me wrong, I love these tools - I was just surprised when I read that in the Guidelines.

According to Google's Webmaster Guidelines:
"Don't use unauthorized computer programs to submit pages, check rankings, etc. Such programs consume computing resources and violate our Terms of Service."
Does that mean Open Site Explorer is a violation of those Terms of Service, or is it authorized?

First, you have to decide what type of content you're trying to simulate. A breaking news story may get 1,000,000 searches in a day while the previous day that search might have gotten 1000. A major product will get fewer but more evenly distributed searches. Decide which you want before you do anything, or you'll be found manipulating google - and they don't like that, for some reason.
