I am getting 403 errors on almost all the pages on www.suretybond.com/store/ this would be a good place to start looking at the pages to make sure internal links are correct.

The next thing I would do is check the backlinks to the page in Google Webmaster tools, Opensite explorer and Bing Tools. Are they of low quality? Lots of spam? Do you only have anchor links pointing to the website? I suspect that one of these are the case if everything else is well.

I think you have a good list already. A couple that can help as well would be Screaming Frog, it is a webcrawler, you could see page title issues, etc. from this. Just judging from your list it looks like you have more than enough tools that you are using. The bigger is setting up a process and using it.

You can get sentiment information from a variety of sources. Hootsuite is one source that provides sentiment data across social media platforms Another option that I have used and like for Free is Social Mention. A paid tool that I don't use but know many use is SM2 or radian6.
Here is a list that I haven't gone thru but have had bookmarked for a bit of time as well. Best of luck and have fun! they scan for negative words, context, etc. Each has a different algorithm and results can be varied but at least it would be applied equally between companies/brands.

The write would be able to link up the profile via a Rel=Author Tag. You can learn more about Rel Author tags here.

If your homepage is not penalized an idea that could help you out would be change the urls of the penalized pages and start over on trying to put quality content on those pages, and getting natural quality links to them. Do not run any redirects from the old pages as those will carry your penalty with you.
If your homepage is no longer appearing, you could try to clean up as many of the links as you can. It will be time consuming process but can work. I would only follow a re-consideration notice after trying to clean up all the poor quality links first.

Did you greatly change the page's content, headers, titles etc . when you made the switch to the new domain? Did you keep a lot of the same internal linking as well? All of these are things that I would check into for the page. Also, make sure that the page is craw-able by a Google bot. These would all be first things that I would look at.

RE: If people link to you incorrectly, does it hurt you?
I think everyone hit this on the head but I had one quick point to drop. It might be good to search over the sites as well to look at the most valued sites that are linking to you with 404 errors. I would try to then reach out to them personally and ask if they could update the link. You often can get a specific anchor text or a link to a page deeper within your website.

I think Ryan hit it on the head. One place commonly forgot about but important is the Better Business Bureau. It is a paid listing that does provide tremendous benefit in ranking for Brand and giving clients comfort for your service.
Local listing sites would also be great places to look to make sure to take ownership of your property.

RE: Pictures 'being stolen'
Besides watermarking I would upload the photo's to TInyEye. This will help you at least find out if people are using your images elsewhere plus helps show your ownership rights to the photos.

RE: Changing Site URLs
Before setting up naming structure, have you done keyword research, mapped out the content to what pages you want rank for what key words? Implement this, add content and deal with on-page issues as a first pass. After making these changes, and seeing what difference this makes if any in rankings.
I would move to consider changing Urls and URL structure. etc. Here is a good post from seomoz to learn about Redirections and URL Structure.

Agree are you talking about a specific keyword ? It could make sense that an internal page would be ranking higher than a homepage on a keyword due to on-page content of the page.
