I've been there, trying to boost visibility without a blog or much social media presence. What worked for me was indeed enhancing product pages with more targeted text and images. This doesn't mean that the search engine didn't see them. Some times the SEO tools like SEMRUSH and ahrefs see backlinks that Google doesn't see, and otherwise Google sees backlinks that these tools don't.

The first thing you have to do is to place information on the location on the website, and have the name of the city/region in the titles.
