You must go to your Webmasters Tools account and use Labs, Instant Previews, and check if there are any differences between different versions of the website and if Google detects any problems.
If not, it's possible that in 5 september, you were blocking google from crawling resources such as css. I checked your robots.txt file, and it seems fine - as long as you do not want to restrict Google from indexing those pages.
I wouldn't worry too much about it.
The cached date changes every time Google crawls your website. 5 September is the last date Google visited your website. Strong websites are indexed daily and every time they publish a new page. Google will index your website faster when it has a bigger authority (popularity - build more valuable external links).

You must write shorter meta titles. 
You have 97 characters in your meta title - try reducing it at a maximum of 70.
When your title tag is too long, instead of simply truncating it and adding an ellipsis to the end the way they used to, Google is trying to algorithmically determine a better title for the post.

Regarding your cache version - Google will index your website faster when it has a bigger authority (popularity - build more valuable external links). It's only normal for your website to be indexed at a lower rate at this point.

You probably searched for the main url of the website - in this case, Google shows you the branded meta title. If you search for your actual title, you will see Google returns your title tag as: Webygeeks: SEO India, SEO Firm India, SEO India Company . Also: Your Title tag is too log - try reducing the number of characters to less then 70.

You could also create a campaign, let's say "Smart Shopping" and promote the idea. You can start by creating a mission page where you can tell people about the idea behind the coupon website, and ask for their support. For example you could create badges "I'm a smart Shopper" or something similar, badges that visitors could take and add on their website. In this way you could gain backlinks without actually doing any linkbuilding, you can earn a lot of visibility including in social media, and so on.
Just make sure you mission and arguments are strong, and you coordinate your content marketing efforts in this direction.
For the blog you could even write case studies, or reviews for Extreme Couponing - a reality TV Show.

As I see it, you don't need to use a rel="Canonical" because your pages are not duplicates. You have content in italian and translated content in English.
The only thing you need to do is add a rel="alternate" hreflang="x"
This is what Google recommends in case your website is fully translated.

1. Do not add a canonical sitewide tag - here is a case study on why http://moz.com/blog/catastrophic-canonicalization Long story short - he deindexed 57% of his website.
2. You could 301 redirect all the pages, instead of adding a rel canonical. If your /en version is a duplicate of the original version, then you could simply add a code that redirects each page to the relevant version, like this: RedirectMatch 301 ^/en/(.*)$ http://www.yourwebsite.en/$1
You can use that solution in the case where you have a website called www.mywebsite.com that has a www.mywebsite.com/en version for a lot of links if not all, and those are the ones indexed in Google. You just add that code into htaccess. So just replace mywebsite with your website.

@Devon - you should check also if GA is installed properly. The Asynchronous code must be before the ending tag of the head section - so before and before any other javascript. So just make sure your GA tracking code is the last code in the head section of your website.

I've seen this before. A company hires a copywriter to write content (either on a specific theme or based or inspired from your website's content). The content must be original and it's verified on Google, by searching for a couple of phrases and checking the result.

I wouldn't waist my time optimizing images. In the old interface clicking on the thumbnail of an image led to the page where the image was published (the image would be shown front-and-center, while the site would be displayed, greyed-out, in the background) Now, when you click on the image, a high resolution version of the image appears right within Google’s search results - users don't really have a reason to visit your website. They can see high resolution images in Google image search results and easily browse trough them. You can read more about that here.
What you could do is brand the images with your logo - maybe have a call to action. It could help increasing your brand recognition.
You can block the IP once you identify it - both from visiting your website and from Analytics tracking if you want, but I wouldn't worry too much. Besides inflating your data in GA, it can't have a negative impact on your website. If the problem continues just analyze your visitors experience at traffic level - organic, referrals and social. Did you exclude your own Ip from Ga tracking?
Is the Network branded - for example from a company? Check the name of the network and if it's not a well known internet provider and it's a name from a company instead it means someone from that company keeps visiting your website (either manually or using a tool) - and you can get in touch with them - see if it's a competitor, etc
Did you also check to see if the visits come from the same network? Are all of those visits direct, organic or referral? since you said they were all to your home page. Only user behavior from organic traffic can affect your rankings and since you lost only 4 spots, it's not the Penguin update. In case the traffic is organic, check the keyword report to see which keywords started to bring you more traffic - maybe you actually rank better for those.

If you were hit by Penguin, you were hit for external links. You must analyze all your backlinks, especially those that have the exact keyword you lost your position on as an anchor text. Make a list of all the external link that come from spammy looking websites, and try to remove them (you can either contact each webmaster or you can use the disavow tool in GWT).
You should check your Google Analytics report and compare organic traffic from today with organic traffic from 21 Mai. See what keywords were bringing most of your traffic and check if you still have the same position you had in Google before the update.
If you don't know what rankings you had before the update, you can use the search engine optimization report from Google Analytics or the queries report from Google Webmaster tool, like this: compare the average position you have today and the average position you had before the update. Before doing that, make sure you filter out all the data for images and mobile (you want your average position to include only web results).
If you are still unsure, there is one more check you can do: search your keyword on bing. If you have the same position on bing - or relatively similar to the position you had in Google - and you are not even in top 10 in Google, then it means you were penalized. For example you still rank with "motor trade insurance" in Bing.

Another solution that could also help at your conversion rates would be to make a landing page, specific for Tampa. Include great text, Calls to action and track your results.
A landing page can make wonders for any PPC Campaign.
Maybe you could try blocking all google.co.uk Ip's for that page.

Let's say you are in GA, or WT and you are looking at your average position into your queries report (filtered by image).
Let's say you have multiple images ranking for the same search query, each with a certain CTR.
You would want to identify the image that has the best CTR.
You could do that by identifying landing pages which have the highest CTR (Google Property Images) and then create advanced segments to identify the keywords they have the highest CTR but still you won't be able to apply a Google Property filter in other GA dimensions.
I am sure I could make a new profile and after adding some filters I could see data just for Google Images traffic.
But before I do that, I would love an easy way: a tool that could show me what ranking an image has while I am in Image SERP so that I could find my website's image that has the highest CTR.

2. Search for something, then look at Show search tools - left of the screen.
3. At All Results you will have an option called: Custom Location

"Keyword stuffed" alt tags might look spammy. Use the alt to describe your image - give a relevant description while using the keywords. You can use around 140 characters and you can actually rank for long tail keywords and be found on google images. You can make the first image relevant for your main keywords, but after that just make relevant descriptive text.
Safe Search filter is user activated - parents can activate the filter to protect their kids when searching the internet. I doubt his target audience is formed by kids, and I doubt a parent would make a search with the option activated, on their private PC. Here you can find more on Safe search.
The important thing is: think at your audience and how an article that contains courses could help - for example such an article could be more interactive for certain public - there are journalistic styles (can't remember the name now) that contain dirty language.

I don't know much about the local directories you are using but I can tell you that something similar happened to me - on .ro -Romania, and I know how irritating it is, and how funny the whole situation ends up when you contact the company and laugh in their faces - for example one particular company offered a client of ours to develop their website - of course they had a website which was actually number 1 on in a very competitive industry - Ohh, I replied to the email they sent - where they offered to both build the company a website and optimize it, and I asked them how come they didn't find the website if they are so good? :)) The company was well known - placed on the first position - so that means, and must mean that the agencies that are trying to steal our clients don't even check to whom they are sending the "templated mail" - this could also mean they are simply buying the contact information from the directory itself - and that the directory sells the e-mail addresses which they promised to keep private.
From my point of view if the directory has no source of income: meaning adds or asking for money in exchange for a listing, they must have some income from somewhere else - just think of all the possibilities...
I think starting exclusive directories to those that " can answer basic SEO questions and have an email address with the same domain as their marketing web site." is an awesome idea - and I would love to help out!
