What about in the case of tags? Can you speak to this? Look at the home page of Stackoverflow... Tons of links, and most of them are tags for questions. They do not hinder usability at all, and yet a site will still suffer in SEO/indexation because of this?

I run a forum that currently has 351 links on its home page (and p.1, 2 etc.) due to all the tags that appear under feed items.
Is it a viable solution to get this number down to simply nofollow all of these tag links? How else can I get this number of links down recorded by Google down, or is it not something I should be especially worried about?
I'm curious what the suggested number of times is for including an EXACT keyword in a document, OTHER than in the page title, h1 and alt text? What does SEOMoz advocate for this?
Bonus credit: What is the consensus on "stop words"? I've read the the search engines ignore these, yet searching for the same query with or without them produces vastly different results... So should they not always be included in one's keyword optimization, above?

I know that it's worth adding qualifiers to high value keywords to create long-tail variations which will later have the potential to rank well for the main keyword as well...
My questions is, how important is it that the newly-formed keyword/phrase also be evaluated for search volume?
E.g. "tips for job interviews" has a high search volume, but scores 72 in the Keyword Difficulty tool - quite high. I would therefore be tempted to create a "10 tips for job interviews" articles or something similar, yet THIS particular phrase is searched for <10 times per month...
If there are not any easy-to-find qualifiers that also create a well-searched for keyword/phrase, is it still worth adding them?
