Do sites on the same c-block and same server count as seperate linking root domains when linking to each other?

Lets say there are 50 businesses who have their website on the same server and are on the same c-block but the owners of the individual sites are different (i.e. they are all completely different sites not relevant to each other). Each of those sites are linking to each other due to a feature on the sites. This obviously increases the number of total links to each site but does it also increase the number of linking root domains? Or does this just show up as one linking root domain due to all of them being on the same server and the sharing the same c-block?

Based on your question I have spent some time trying to locate an official reply from Google on this topic. I was not able to find such a statement. Therefore, I modified my reply from "Google will discount links (from the same C-block)..." to "Google can discount..."
What we know for certain is Google is a very intelligent organization and they have entire teams dedicated to ensuring search quality is maintained. Google specifically wants to ensure links are independent in nature. Links from the same C-block is clearly an indicator the link may have been influenced and is not independent.
I would even go further and share it is common belief amongst SEO professionals that C-blocks affect links. The entire concept of "SEO hosting" is based upon offering hosting with different C blocks.

Rand shared in the above video "the best single metric, non-aggregated metric, that we've got to predict Google's rankings with correlation data is the number of Linking C-Blocks."
TL;DR - There is strong evidence which indicates C-blocks information is used as a ranking factor, but I was unable to locate any specific statement from Google confirming this information.

Google will can discount the links because they are all on the same server and C-block. Google views links as an independent endorsement of the target site. When links are created by sites on the same server, it is deemed likely there is a relationship between the sites which causes the links to not be independent.
Does this just show up as one linking root domain due to all of them being on the same server and the sharing the same c-block?
These would show up as separate linking root domains in the SEOmoz tools. If you are using other tools you would need to ask with the tool's developer to be certain, but all the tools I have worked with would show these as independent domains, which is true regardless of that domain's IP address or server.

Spammy links redirecting to homepage of site -
Hey guys, I'm auditing a website at the moment and Moz is showing a few spammy links linking to it. The problem is these domains are all 301 redirecting to the domain I'm auditing. Let's say I'm auditing Site A. Site B is been flagged in Moz OSE with 12 spam flags. When I try to open Site B in a browser, it redirects back to Site A. What's the best thing to do, here? Disavowing domains redirecting to the site is surely a bad idea? Cheers.

Are these sites spammy links or should I just let it go?
I have a new client who had an old SEO firm that I believe was putting spammy links together for them. The firm has very good links mixed in with them so I am wondering if it even matters. They are ranked 4/10 and have a DA of 47. So it doesn't seem it is really hurting them too badly. Below are some examples of some of the sites I found in the Open SIte Explorer. I wanted to get another opinion on if the below hurt/help/does nothing. I was thinking it hurts more than helps. Why Links from Top Level Domains doesn't Pass Link Equity?
Hello, I have a doubt about Equity-Passing links report of OpensiteExplorer.org According to Sam Weber http://moz.com/community/users/432678 links which pass value from one page to another including followed 301 and Meta refresh links are under Equity-Passing links. I am surprising after looking at the links report generated by opensiteexplorer.org. Most of the article and directory links which have low DA and PA are under Equity-Passing links. Whereas websites like EzineArticle or Articlebase which have good DA and PA are not found in either Equity-passing links or under only nofollow category. Please suggest me if the report of Opensiteexplorer is not good enough or the links from the site like Ezine Article doesn’t pass the link equity. Thanks.

Site wide back links
Hi, One of our sites has a site-wide link from another site. So, Google sees 6700 pages from that site link to one of our pages. Is that something to be concerned about? The other site is http://www.daum.net/ We also have 2000 pages that blogspot.com links to us from. Both these sites have high domain authority, so I would hope all those links score well. But I certainly don't want to be penalized for links that appear spammy. Thank you in advance.

Header and Footer Links on Home and other catelog pages of site
Hello, in our site www.mycarhelpline.com - we have just reworked on header and footer links. Have removed lost of unncessary footer links. However, the header links on extreme top right side has some links like - login, register, about us, partner with us etc. Is is that google will give importance to these links and i rather should move them to footer links of page and should move the most important anchor links on the top header. Links from .edu sites
I have a band website and was thinking of making some link bait pages specifically designed to get links from high page rank music colleges and then funnel that page rank to my landing pages on my band site. I am planning on finding out what these colleges link to and create great information on pages on my site that the high page rank college websites will link to thereby boosting my trust and authority. Building Links to Exact Match Domains
What are the pros and cons having exact match domain and how can you create a brand name and build backlinks? Say we have a domain personalizedbirthdaygifts.com We are quite stuck with what anchor text we need to use and how do we vary it? I've heard that we have to stay away from using commercial keywords as anchor text heavily. We have to also use our brand name. And here we get stuck as we don't have a brand name. In this case Our brand name should be personalized birthday gifts but this is also commercial keyword. I have seen before similar websites droped from ranking because they have commercial keywords in their domain and most of their backlink anchor texts are commercial. If I had a website called twentyfive.com selling birthday gifts it would be a lot easier. But when you have a website personalizedbirthdaygifts.com and trying to rank for personalized birthday gifts and birthday gifts it's tough. OR isn't it? I hope I explained it well and didn't confuse anybody... Thanks
