I'd suggest that if you can to not use any extension in the displayed URLs. That way the next time you change languages the URL won't change. As an example, see the SEOmoz URLs -- it's just http://www.seomoz.org/q/php-to-html-change-in-extension with no extension.
I don't know the code offhand for that, but I'm sure others can help you out with that.

You definitely don't need to contact webmasters to change any links.
There is a 301 redirect flag you can apply to your rewrite rule:
RewriteRule ^(.*).html$ $1.php [R=301,L]
Do a 301 redirect test to confirm. Best of luck!

1. Yes since the code I gave you will rewrite the extension of every single page FROM php to html. From html to php would mean the same thing, since a link pointing to products.php would no longer work. The rewrite only rewrites the extensions and not the links.
2. Yes contacting the webmasters and changing the links would be better than doing 301 redirects of all your pages.
I advise to test this on a testing server first, especially if your site has a lot of pages.

1. Do you mean i will have to manually change all the internal links on the site ?
Shall i have to do this in the reverse case too ? For example changing html to php ?
2. For external links, should i contact the webmasters of the site linking to me ?

Add into your htaccess file :
RewriteEngine on
RewriteBase /
RewriteRule ^(.*).html$ $1.php [L]Remember you'll need to make sure to change all the links on your site, and all external links too.
The only other way around changing all the links would be to do 301 redirects for each URL which is, in my opinion not really worth all the work involved since .php and .html should both rank equally in Google and other search engines.

Site hacked in Jan. Redeveloped new site. Still not ranking. Should we change domain?
Our top ranking site in the UK was hacked at the end of 2014. http://www.ultimatefloorsanding.co.uk/ The site was the subject of a manual spam action from Google. After several unsuccessful attempts to clean it up, using Securi.net and reinstating old versions of the site, changing passwords etc. we took the decision to redevelop the site. We also changed hosting provider as we had received absolutely no support from them whatsoever in resolving the issue. So far we have: Removed the old website files off the server Developed a new website having implemented 301's for all the old URL's (except the spam ones) Submitted a reconsideration request for the manual spam action, which was accepted. Disavowed all the spammy inbound links through Webmaster Tools Implemented custom URL parameters through Google to not index the SPAM URLs ( which were using parameters) Our organic traffic is down by 63% compared to last year, and we are not ranking for most of our target keywords any longer. Is there anything that I am missing in the actions I have taken so far? We were advised that at this stage changing domain and starting again might be the way to go. What is the best way to deal with pages whose content changes?
My site features businesses that offers activities for kids. Each business has its own page on my site. Business pages contains a listing of different activities that organization is putting on (such as events, summer camps, drop-in activities). Some businesses only offer seasonal activities (for example, during Christmas break and summer camps). The rest of the year, the business has no activities -- the page is empty. This is creating 2 problems. It's poor user experience (which I can fix no problem) but it also is thin content and sometimes treated as duplicate content. What's the best way to deal with pages whose content can be quite extensive at certain points of the year and shallow or empty at other parts? Should I include a meta ROBOTS tag to not index when there is no content, and change the tag to index when there is content? Should I just ignore this problem? Should I remove the page completely and do a redirect? Would love to know people's thoughts.

Issue of my website Google Penalty or Recent Algorithm Changes only!
I recently faced issue of Google recent algo update on my main website. I found my ranks were all of 5th to 7th page even with website name without .com at end we have 5th page shown our biz website. It was a news portal and behind in subdomain i was running my web hosting website. 1.
