How do directories that pull listings from DMOZ work?

I've listed an example below. I see these all the time, where a directory pulls it's listings from DMOZ. So you would naturally assume that if you're in DMOZ, you would get these links, but that's not the case. This particular link was picked up by OSE so I'm wondering what the quality of these links really are and if they're legit? Also, if you go to the main subdomain the page just says "Buy shirts". What is the deal with these types of so-called "directories"?

Some of these directories take data dumps from DMOZ (http://www.dmoz.org/rdf.html). So I guess it all depends when they grabbed the data last.

Central Index Directories
Hi all, I'm based in the UK and i'm looking to submit to a several directories under the central index umbrella, for example to these directories: http://findit.chad.co.uk/ http://directory.nottinghampost.com http://directory.burtonmail.co.uk/ I've filled my profile out and have submitted to one of the above directories, however when I sign in to one of the other directories it asks me to re-fill out all my details. NoFollow & Directory Scraper Backlinks
I was wondering how important it was to remove/disavow: NoFollow backlinks - many ("buy viagra" etc). Directory backlinks - many questionable/generic directories. Obviously the focus is the equity passing links but both of the above constitute a significant proportion of backlinks to the site - I've seen that "scrapers" are seen as natural and obviously NoFollow do not pass link juice - but does the sheer number have a bearing and therefore make them equally important to address? hi, first question on here. Just starting to get into link building and after a day already confused. I'm using the seomoz pro link analyser / open site explorer to look at my sites links against competitors. First up was dmoz.org. great rankings so a great link target, turns out though that I already have one!! Any ideas why it isn't showing up on my linking domains. Is this a seomoz oversight or am i not getting my alloted 'juice' from this domain??

Another Yahoo directory question
Hi all Is there any way of seeing if the Yahoo directory is likely to be beneficial for my site? I can see that about 9 of my competitors are in there, and the category that they are listed in has been indexed by google. What other factors could help me choose whether to submit my site? Thanks,

Can someone give me criteria with which to judge the quality of submission directories.
The general advice is the SEOmoz community is not to bother with low quality submission directories. Makes sense to me as there existence seems solely to manipulate search rankings, which google doesn't like. So what are some clear and actionable criteria to distinguish between a directory worth spending time on and one that is not worth spending time on?

I feel a lot of my link building might be a bit heavy on the directory links side. Should I limit the percentage amount of links as a part of my overall link profile? If yes what percentage of links is ok to be directory links?
