Linkbuilding: Unlearning the learned?

Ok, I'm still only on my second day as a SEOMoz Pro member so I've obviously got a whole lot of learning still left to do.
However, I still wanted to post up a question here that seems to have occurred time and time again today.
The thing is when I've been link building in the past, I've been looking for high PR pages with not many OBL. Having watched a few of the seminars and played around with OpenSiteExplorer though, it seems that I might have got my priorities wrong.
OSE for example seems to only look at the strength of the domain and the page within that domain ... and I'm assuming that OBL aren't too important in calculating a page's strength given that a lot of the links I see my competitors have built up are technically stronger despite being on a page with around 12 or 15 other links.
So I guess my question is, should I be ignoring PR rankings and numbers of links on a page and throwing my trust totally behind OSE? Are they really no longer that important?

Outbound Links can be beneficial to pages if they are linking out to authoritative sites. You have to analyze the number of outbound links, as well as the nature and quality of the links. If they have 1 link going out, but it's to something completely unrelated, it was probably bought or an affiliate. If they have 15 links going out, but they are citing additional high quality resources, then go after that link!

Learn SEOmoz API (and more)?
I'm sorry for this very basic question. The reason why I'm asking is that I wan't to start to use SEOmoz API (and later on Majestic SEO etc.) I have search on the web about API in general, SEOmoz specifically, in Q&A and asked around but:

I really can't get my head around what "set of skills" I need to know to be able use the SEOmoz API? And other APIs for that reason. Do I need a programming skills, or just knowledge how each specific API works(+ common sense)? Or both? I'm sorry if this is off topic but the main reason why I'm asking is that I wan't to start to use the SEOmoz API. How to do large scale linkbuilding in a quick and safe way?
Since 2 / 3 years I have been doing work a client of mine. I have been building a good reputation and also a lot of top 10 / top 5 positions for mayor keywords. Starting about 4 to 12 weeks ago the positions have been dropped some due to (very) new competitors. My questionnaire is this: The client had everything better, also when I use the SEOmoz analyses. The only difference now is; the new competitors have made massive links in very short time, that making 2 things: more links than my client and also beating my clients positions. These domains exist since 3 to 9 months. What I am trying to figger out is; 1. How do they make 250.000 links in this time? (safe and so quick) 2. How does only this effect the SERPs so much? 3. If they continue this, Will they keep climbing up or get à penalty? Love to hear some advice. Thanks,
