Best way to improve page rank

I notice many small business sites seems to have a page rank of 3,4, or 5 which don't appear to be doing a great deal of SEO on their websites. i.e these are very basic sites with a little static content that rarely changes, no blogs or particular links.
Does having a high page rank still mean your will achieve better search engine positions?
whats the best way to improve page rank for small business sites?

One trick is that low-quality links can boost PageRank (in the toolbar), but then get devalued or even cause penalties down the row. As @Jarno said, links absolutely matter, but PR is a very, very crude measurement of the value of your links (and doesn't factor in trust, relevance, spam, etc.).
It's also important to note that Toolbar PR can be as much as 3-4 months out of date at any given time.

you are completely right, quality links outrank poor quality links any day. It's even so that when you can get 10 high quality links to your website for a keyword e.g. Vacuum cleaners from website with high authority and high PR them self that your competitor maybe need to get a 100 lower quality links to get to the same result. So image what would happen if you can get a 100 or even 500 good quality links to your websites? Your competitors would have to try to get about a 1000 to 5000 links for the exact same result. And when Google decides that quality is even more important then quantity these numbers might even go up more. Quality is everything to Google.
Yes it is very smart to get links to the deeper pages of your website. Keep in mind that tier 2 or 3 pages on your website also link to your homepage so there still is a link-juice flow. That's why it is a smart on-line strategy.
Staying on the example of vacuum cleaners if your deeper pages are brands of vacuum cleaners you should make sure you get high quality links to those page stating: "brand-name vacuum cleaners" e.g. for Philips Vacuum Cleaners you want the inbound links to say exactly that. Since you also name your primary keyword you keep on topic of your site which in turn results in better rankings for your primary keyword. A fun game isn't it?
When sending e-mails to websites for high quality links you could always try something like this:
"Hello.
Let me introduce myself first...introduction.
We noticed your website in our search for Vacuum Cleaners and we must say, our compliments on a piece of art (suck up some more)
Maybe you'll find this an interesting link to share with your community:
I'm really hoping you would share this link on your website and in return i will inform my community about yours. (this generates a possibility for a 3 way linking so you link to them from another website-> which is your "community")

I use a similar version of this in the netherlands in dutch so i translated it roughly for you. I think you can get where to change the specifics? You could also search on this Q&A forum for "e-mail linking" or "e-mail baiting" because i know i saw something about this here earlier. Can't find the link right now.
I do not know if this is allowed in the UK to send to people but maybe you can adapt it a little so it should be fine. I don't know all the laws over there.

Thanks for your reply, I have started to use SEOmoz to trace back links of competitors and i notice a large number of them seem to have a large amount of inbound links from poor quality non relevant links from places on the other side of the world.
I presume if i gained a lower number of inbound link but from higher quality sites it would put my sites in better stead and improve their page ranks.
Most links at present target the root index page which has a page rank of 3 and all others a page rank of 1 - I take it i would need to use keyword rich anchor text and link to some of the sites other pages from relevant sites to improve teh page rank of these pages also.
Any advice on who to gain / request links from quality websites, how does sending a link request email fare up with spam laws of sending unsolicited emails?

in some way it still does. Page Rank as you know is being build be gathering links to your websites. PR from the linking website to your own flows over a little. The same goes with Domain Authority and other metrics.
The more people "vote" on your website the better Google will have to like your site because people told Google this is what we would like to see.
So:
quality linking to your websites increases page rank - > more quality links improve your metrics -> more quality links improve your position in Google.
If you really want o improve your pages rank or page rank or whatever name you want to use you could commit yourself to a on-line community asking question, answering questions about the subject of your website. Linking to it from the community helps a lot and also spend time on link building. Use the tools provided by SEOMoz to check out your competitors and make sure you get a link on that page. It could only help not harm your site (not completely true but it's all about the essence in here).
So to sum up my advise:
Yes, PR of pages rank is a (very small) factor in the Google Algorithm so it's still important.
Should you focus on it? In a way: Yes. As I already explained PR is mainly build on the number of "Votes" that go to your websites. So getting more Votes improves your PR and improve the amount of traffic (when you get quality votes) which in turn is a factor in the Algorithm.
Focus on gaining good quality links to your website. It will help!

What is the proper way to execute 'page to page redirection'
I need to redirection every page of my website to a new url of another site I've made. I intend to add:"Redirect 301 /oldpage.html http://www.example.com/newpage.html"I will use the 301 per page to redirect every page of my site, but I'm confused that if I add:"Redirect 301 / http://mt-example.com/" it will redirect all of my pages to the homepage and ignore the URLs i have separately mentioned for redirection.Please guide me.

Google is ranking the wrong page and I don't know why?
I have an E-Commerce store and to make things easy, let's say I am selling shoes. There is: Category named 'Shoes' and 3 products 'Sport shoes', 'Hiking shoes' and 'Dancing shoes' My problem: For the keyword 'Shoes' Google is showing the product result 'Sport shoes'. This makes no sense from user perspective. (It's like searching for 'iPhone' and getting a result for 'iPhone 4s' instead of a general overview.) Now what are the specifics of my category page (Which I want Google to rank): It has more external links with higher quality It has more internal links It has much higher page authority It has useful text to guide the user for the keyword It is a category instead of a product All this given, I just don't know how I can signal Google that this page makes sense to show in SERPs? Hope you can help with this!

Product Page rankings - How to boost?
Hi folks I am responsible for an e-commerce website. Our website is doing very well but I believe that our product pages should be ranking more highly than they currently are. When taking over my current role, it became clear that a number of changes would need to be made to try and boost the under performing product pages. Amongst other things I therefore implemented the following: New Product content - we have placed a massive focus on reworking all product content so that it is unique and offers value to the reader. The new content includes videos, images and text that is all keyword rich but (I hope) not seen as overly spammy. Duplicate content - the CMS was creating multiple versions of the same page - I addressed this by implementing 301 redirects and adding canonical links. This ensures there is now only 1 version of the page Parameters - I instructed Google to not index certain URLs containing specific parameters Internal links - I have tried to improve the number of links to the products from relevant key category pages My question is, although some of the changes have only been in place for a month, what else can I do to ensure that the product pages rank as highly as possible. As an e-commerce website with so many products it is very difficult to link to these product pages directly, so any tips or suggestions would be welcome! Best possible linking on site with 100K indexed pages
Hello All, First of all I would like to thank everybody here for sharing such great knowledge with such amazing and heartfelt passion.It really is good to see. Thank you. My story / question: I recently sold a site with more than 100k pages indexed in Google. I was allowed to keep links on the site.These links being actual anchor text links on both the home page as well on the 100k news articles. On top of that, my site syndicates its rss feed (Just links and titles, no content) to this page. However, the new owner made a mess, and now the site could possibly be seen as bad linking to my site. Google tells me within webmasters that this particular site gives me more than 400K backlinks. I have NEVER received one single notice from Google that I have bad links. That first. But, I was worried that this page could have been the reason why MY site tanked as bad as it did. It's the only source linking so massive to me. Just a few days ago, I got in contact with the new site owner. And he has taken my offer to help him 'better' his site. Although getting the site up to date for him is my main purpose, since I am there, I will also put effort in to optimizing the links back to my site. My question: What would be the best to do for my 'most SEO gain' out of this? The site is a news paper type of site, catering for news within the exact niche my site is trying to rank. Difference being, his is a news site, mine is not. It is commercial. Once I fix his site, there will be regular news updates all within the niche we both are in. Regularly as in several times per day. It's news. In the niche. Should I leave my rss feed in the side bars of all the content? Should I leave an achor text link on the sidebar (on all news etc.) If so: there can be just one keyword... 407K pages linking with just 1 kw?? Should I keep it to just one link on the home page? I would love to hear what you guys think. (My domain is from 2001. Like a quality wine. However, still tanked like a submarine.) ALL SEO reports I got here are now Grade A. The site is finally fully optimized. Truly nice to have that confirmation. Now I hope someone will be able to tell me what is best to do, in order to get the most SEO gain out of this for my site. How do I best optimise a page with 3 keywords that all contain 1 common word?
I am new to this so still getting to grips with a few things. I have a page here that I want to optimise for 3 keyword phrases. Towels, Egyptian Cotton Towels, Personalised Towels http://www.towelsrus.co.uk/towels/catlist_fnct561.htm SEOmoz reports a huge number of instances of the word towels overall. Title 3 URL 1 Meta Desc 5 H1 3 H2-4 1 Body 83 B / Strong 1 IMG ALT 11 Total Keyword Usage for this Page = 108How could i restructure meta tags and descriptions to still rank for these terms but reduce the level the word towels? Similarly as this is a category how can I reduce the term towels from other on page links?Also any extra advice regarding on page optimisation would be greatly appreciated to help our efforts
