Changing url in connection with meta title inconsistency

We run a site, which is a directory type one, where visitors can look for local businesses per city as well (at some point similar to the 'Yelp concept').
Now, we use www.example.com as the homepage, and the www.example.com/city1, where city1 is the capital of our country, is 301 redirected to the homepage, so this is your default setting.
When you choose e.g city2, your url changes to www.example.com/city2, and the city value is stored in a cookie. Then, when you leave the session, and return to the site later on, you will see the homepage url, but with your previous choice of city (in case you let cookies be stored).
My concern is, that the meta title always contains the chosen city name, so when you return to the website, and you previously used city2, you will now see the homepage url (which normally belongs to city1), but with the meta title of city2 or with any other previously chosen city.
Does this mean a problem, and should I always use the correct url, which would be www.example.com/cityX, or this could not cause a problem for me? If it does, would you mind sharing me the exact problems as well?

Although, I can't take everything you suggested, I understand your point, and will initiate some changes based on that.

It is considered white hat. But like i said, search engines will be confused.
If it was my decision, I would put a sign-in possibility with a Facebook account (this way you will get their current town and you know what to show them + demographics).
The main page then would have two possibilities:
- Not signed in: the version that is constant
- Signed in: the version that is personalized.

I would personally work with possibilities of not cloaking the website. What basically you do, if I understood well, is that you cloak your homepage (you show content based on cookie).
Now lets think as a search engine for a second... What would you do with these kind of websites?
If I would be a "search engine" I would be confused... Where should I rank the website?

Meta Title in Google does not match the HTML meta title I have coded in a site
I have a client site that is pulling a meta title that is not in his code. I am using Yoast for the titles and descriptions on this site. Not 100% sure why Google is not listing the title we have in place. Could the code be pulling from somewhere else? Is there a fix for this?

To enter keyword meta tags or to not enter keyword meta tags?
I've been doing SEO for awhile, but new to SEOMoz. I'm surprised that SEOMoz does not recommend keyword meta tags. I didn't enter them for the longest time because I know Google doesn't care about them. However, I did read that other search engines DO use them. And therefore that is why you should have them. I teach my customers about SEO, and I know it would be much easier for them not to enter or worry about the keyword meta tags. However, I would love to hear opinions here. And to Bing/Yahoo put any weight into them or is it only really small search engines? Thanks! Hilary

Blocked By Meta Robots
Hi I logged in the other day to find that over night I received 8347 notices saying certain pages are being kept out of the search engine indexes by meta-robots. I have not changed my robots.txt in years and I certainly didn't block Google from visiting those pages. Is this a fault on Roger Mozbot behalf? Or is there a bot preventing 8000+ pages being indexed? Is there a way to find out what meta-robot is doing this and where? And how I can get rid of it? I usually rank between #3 and #5 for the term 'sex toys' on google.com.au, but I now rank #7 to #9 so it would seem some of my pages/content is being blocked. My website is www.theloveshop.com THIS IS AN ADULT TOYS SITE. There is no porn videos or anything like that on it, but just in case you don't wish to look at sex toys or are around kids I thought I would mention it. Blake

Duplicate Page Titles?
I'm running a campaign report within SEOmoz & am getting 9 pages that appear on this report. They all happen to be our author pages www.example.com//author/admin We have multiple authors. Is there a proper way that I should take care of this? Also as a side note, I'm using Yoast Wordpress SEO plugin, is there a setting on their I should change that will fix this issue? Or is it an issue at all? Thanks, BJ

Keyword use in Title tag?
To improve SEO on a particular keyword, should you use that same keyword in the title tag of multiple pages within your site? Will that help or would it actually hurt by causing pages within your site to complete against each other for that keyword? Does it make a difference if that keyword is truly used on all those different pages?

How? Title in Google differs than actual title tag
Just curious on how sites do this? If you search for a video (perhaps Green Lantern Trailer), you'll see the YouTube results in Google/Bing listed as YouTube - Green Lantern Trailer but when you go to the page, the actual title tag displayed is Green Lantern Trailer - YouTube I've seen other sites do this too. I'm just curious what they are doing (I don't see any other title tags in the html)? I thought your title tag is what is displayed in SERP? Thanks,

How do you see a list of URLs with duplicate page titles?
When looking at the Duplicate Page Title report, the Other URLs column has various numbers that presumably indicate the number of pages that share the same title. When I click on one of these numbers, say a URL that shows 4 in that column, the next page reports "No sample duplicate URLs to report". Why isn't it showing me the other 3 URLs with the same page title?
