If two websites pull the same content from the same source in a CMS, does it count as duplicate content?

I have a client who wants to publish the same information about a hotel (summary, bullet list of amenities, roughly 200 words + images) to two different websites that they own. One is their main company website where the goal is booking, the other is a special program where that hotel is featured as an option for booking under this special promotion.
Both websites are pulling the same content file from a centralized CMS, but they are different domains. My question is two fold:
• To a search engine does this count as duplicate content?
• If it does, is there a way to configure the publishing of this content to avoid SEO penalties (such as a feed of content to the microsite, etc.) or should the content be written uniquely from one site to the next?
Any help you can offer would be greatly appreciated.

Appreciate the response, Keith. The integration would be ideal, I agree. It has to do more with the booking path of the properties and how they have that set up (proceeds for one booking goes to different organizations, and this is how they want to keep it ironed out). Yes Google will flag this as duplicate content eventually, chances are one will rank and the other wont.
Unless both of the sites are on the same server and of poor quality, in which case I doubt any of them will rank well.
The only way to not get penalized would be to create unique content on each site.
Why not just integrate both of the sites and create a promotion page?

If they pull the same content even from different sources, there still could be duplicate content issue. Most likely the higher authority site will be considered as the 'original' source.
The content needs to written uniquely - at least re-written extensively enough (new words, different phrasing, etc) so it passes Copyscape test

Does adding a noindex tag reduce duplicate content?
I've been working under the assumption for some time that if I have two (or more) pages which are very similar that I can add a noindex tag to the pages I don't need and that will reduce duplicate content. As far as I know this removes the pages with the tag from Google's index and stops any potential issues with duplicate content. It's the second part of that assumption that i'm now questioning. Despite pages having the noindex tag they continue to appear in Google Search console as duplicate content, soft 404 etc. That is, new pages are appearing regularly that I know to have the noindex tag. My thoughts on this so far are that Google can still crawl these pages (although won't index them) so shows them in GSC due to a crude issue flagging process. I mainly want to know: a) Is the actual Google algorithm sophisticated enough to ignore these pages even through GSC doesn't. b) How do I explain this to a client.

Self inflicted duplicate content penalty?
Wondering if I could pick the brains of fellow mozer's. Been working with a client for about 3 months now to get their site up in the engine. In the three months the DA has gone from about 11 to 34 and PA is 40 (up from about 15) so that's all good. However, we seem not to be moving up the ranking much. The average DA of competitors in the niche in the top ten is 25. We have 9.2 times the average no of backlinks too. During a call to the client today they told me that they noticed a major drop in their rankings a few months back. Didn't say this when we started the project. I just searched for the first paragraph on their homepage and it returns 16,000 hits in google, The second returns 9600 and the third 1,400. Searching for the first paragraph of their 'about us' page gives me 13,000 results!! Clearly something is not right here. Looking into this, I seems that someone has use their content, word for word, as the descriptions on thousands of blogs, social sites. I am thinking that this, tied in with the slow movement in the listings, has caused a duplicate content penalty in the search engines. The client haven't copied anyone's content as it is very specific for their site but it seems all over the web. I have advised them to change their site content asap and hope we get a Panda refresh in to view the new unique content. Once the penalty is off i expect the site to shoot up the rankings. From an seo company point of view, should I have seen this before? Maybe. If they had said they suffered a major drop in rankings a few months back - when they dropped their seo agency, I would have looked into it, but one doesn't naturally assume that a client's copy will be posted all over the web, it is not something I would have searched for without reason to search Any thoughts on this, either saying yes or no to my theory would be most welcome please. Development Website Duplicate Content Issue
Hi, We launched a client's website around 7th January 2013 (http://rollerbannerscheap.co.uk), we originally constructed the website on a development domain (http://dev.rollerbannerscheap.co.uk) which was active for around 6-8 months (the dev site was unblocked from search engines for the first 3-4 months, but then blocked again) before we migrated dev --> live. In late Jan 2013 changed the robots.txt file to allow search engines to index the website. A week later I accidentally logged into the DEV website and also changed the robots.txt file to allow the search engines to index it. This obviously caused a duplicate content issue as both sites were identical. I realised what I had done a couple of days later and blocked the dev site from the search engines with the robots.txt file. Most of the pages from the dev site had been de-indexed from Google apart from 3, the home page (dev.rollerbannerscheap.co.uk, and two blog pages). The live site has 184 pages indexed in Google. So I thought the last 3 dev pages would disappear after a few weeks. I checked back late February and the 3 dev site pages were still indexed in Google. I decided to 301 redirect the dev site to the live site to tell Google to rank the live site and to ignore the dev site content. I also checked the robots.txt file on the dev site and this was blocking search engines too. But still the dev site is being found in Google wherever the live site should be found. When I do find the dev site in Google it displays this; Roller Banners Cheap » admin dev.rollerbannerscheap.co.uk/ A description for this result is not available because of this site's robots.txt – learn more. This is really affecting our clients SEO plan and we can't seem to remove the dev site or rank the live site in Google. In GWT I have tried to remove the sub domain. When I visit remove URLs, I enter dev.rollerbannerscheap.co.uk but then it displays the URL as http://www.rollerbannerscheap.co.uk/dev.rollerbannerscheap.co.uk. I want to remove a sub domain not a page. Can anyone help please?

Duplicate Content Issue
SEOMOZ is giving me a number of duplicate content warnings related to pages that have an email a friend and/or email when back in stock versions of a page. I thought I had those blocked via my robots.txt file which contains the following... Disallow: /EmailaFriend.asp Disallow: /Email_Me_When_Back_In_Stock.asp I had thought that the robot.txt file would solve this issue. Anyone have any ideas?

Canonical usage and duplicate content
Hi We have a lot of pages about areas like ie. "Mallorca" (domain.com/Spain/Mallorca), with tabbed pages like "excursion" (domain.com/spain/Mallorca/excursions) and "car rental" (domain.com/Spain/Mallorca/car-rental) etc. The text on ie the "car rental"-page is very similar on Mallorca and Rhodos, and seomoz marks these as duplicate content. This happens on "car rental", "map", "weather" etc. which not have a lot of text but images and google maps inserted. Could i use rel=nex/prev/canonical to gather the information from the tabbed pages? That could show google that the Rhodos-map page is related to Rhodos and not Mallorca. Is that all wrong or/and is there a better way to do this? Thanks, Alsvik

Duplicate page content errors in SEOmoz
Hi everyone, we just launched this new site and I just ran it through SEOmoz and I got a bunch of duplicate page content errors. Here's one example -- it says these 3 are duplicate content: http://www.alicealan.com/collection/alexa-black-3inch http://www.alicealan.com/collection/alexa-camel-3inch http://www.alicealan.com/collection/alexa-gray-3inch You'll see from the pages that the titles, images and small pieces of the copy are all unique -- but there is some copy that is the same (after all, these are pretty much the same shoe, just a different color). So, why am I getting this error and is there any best way to address? Thanks so much!
