Is using frameset to usurp PR from an old domain okay?

I have a competitor who leapfrogged in Google SERPs after they purchased a domain that was let let go by a related authoritative organization and used it to redirect traffic from it to their website using frameset code. Is this a legit practice? Is this blackhat SEO? Here's the entirety of the code from the retired domain:

the rank for the old domain is not transfered to the new domain using frames.
calling and old page may cause it to be loaded in a frame located on the new domain, but a 301 will do this and transfer the link juice also. So the 301 wins hands down every time.

I'm convinced my competitor used this tactic for the sake of usurping PR and it worked. The domain they purchased was previously used for an "official / government" type of entity that had domains (.edu types) with PR ratings of 7 linking to it -- the result is the site that's being redirected to wound up with a PR6 and jumped up the SERPs.
I sent several spam reports to Google, and it seems to have resulted in the old domain name being demoted in the SERPs for the relative keywords, however the site that benefited stayed in its place on the SERPs (#2) for the primary keyword which was applicable to both. Interestingly enough, I just now looked and their PR dropped to 5 from 6.
Seems to me the site that was enjoying the boost should have been demoted as well.
Bottom line is I can't see me trying to do the same thing albeit I have a few other domains that I purchased that had relevant traffic coming to them and I did a legit 301 to my domain for the sake of the referrals and not for a bump in the SERPs or PR.
So now the question is: Is it considered good practice to buy an abandoned domain that has relevant / related traffic coming into it and redirect that traffic to my website using standard 301 redirect code?

I cant see this working, better to point links to your site from the compeditors site.
You can 301 redirect, but i believe that it would not work well, as SE's can see that the sites are different. and why would they let you have the links of anouther site.
if you coped the content from the old site to the new then diod a 301, it would like you were swapping domains or merging sites and that would be ok, but simply trying to pass the credirt fromone web site to anouther web site i dont think they will like.

High Quality Domains and what to do with them
Hi, I rus a travel photography business. The primary function of the website is to sell prints, though I blog about my travels on the same domain name as well as a few pieces of content that are helpful to users interested in some of the places I travel to. I do okay with it, but obviously, I am always looking for a way to increase visibility and sales of prints. I own a couple of high quality keyword domain names, that I've been trying to figure out what to do with. One of which is for a city that my prints of my photography are probably best known for. The domains I'm really trying to decide what to do with are basically a www.citystatephotography.com and www.citystatephotos.com, where the city and state are the ones I'm targeting. The question is, what do I do with it? I've seen various ideas from other photographers that have various levels of success. Here are the options I'm considering: Just redirect it to the photo gallery of photos that I'm trying to rank highly for. From what I read on various blogs, this doesn't really do much of anything, but maybe I've read wrong? Create a website or microsite with some quality content related to the city that also links back to my photography website on various places and possibly once in the navigation. I do have quality content I could put up that would be helpful to people from the city besides just trying to get sales. But there's always a chance this will cannibalize my original domain without helping sales, I assume? Spam my photo galleries across two domains. Most of my photography galleries would stay on my main domain that I already run, but the photo galleries that are key to that city would be hosted on that citystatephotography.com domain name. I've seen a photographer from Colorado do quite well with this method. (www.imagesofrmnp.com and www.morninglight.us) He's heavily known for his images of Rocky Mountain National Park and that seems to be his main brand, but all of his non-RMNP travel photography goes on the other site. The two sites look almost identical, though they link back and forth fairly extensively. There doesn't seem to be much in the way of duplicate content either. I've considered this method, but I'm nervous I'll kill what I've already built up if this were to fail. Do nothing with the domains. Seems wasteful, as these domains, particularly the citystatephotography.com domain seems useful in some way. Any thoughts? Thanks in advance!

Domain.com/old-url to domain.com/new-url
HI, I have to change old url`s to new one, for the same domain and all landing pages will be the same: domain.com/old-url I have to change to: domain.com/new-url All together more than 70.000 url. What is best way to do that? should I use 301st redirect? is it possible to do in code or how? what could you please suggest? Thank you, Edgars

Used Alternate Domain for Print Material But not Showing up in SERPs
Used an alternate domain name to send print advertising traffic to so we could measure effectiveness. The domain does not have any content on it and only forwards to our actual domain. The issue is neither domain shows up when people search the alternate domain name without .com. The question is, will putting up content under that domain, including meta data, and submitting the site to Google as well as running fetch as Google make the alternate domain name to show up... it's an extremely unique domain name and there's basically zero competition for it.

SEO connectivity between domains and sub-domains
Hi, My web site georgerossphotography.com and my ecommerce site store.georgerossphotography.com each reside on different servers. georgerossphotography.com has a domain authority of 30 store.georgerossphotography.com has a domain authority of 30 Clearly, they are considered two individual sites but is there any way that I can boost the performance of the primary domain by passing along some for that good SEO juice from the sub-domain? Is it safe to redirect our .nl (netherlands) domain that we have just purchased to our .com domain?
Hi all! We've recently developed a German version of our website with German translation and now we have just purchased a .nl domain, but with this one, we want all of the copy to remain in English. Move webshop domain to the brand domain?
Hello, A client of mine has a brand with a website for over 10 years now.

About 4 years ago the have opened a webshop on an other domain (like www.brandnamewebshop.com). At this moment the brand domain has a seomoz authority of 45.
The webshop domain authority is 25. The question:
Would it not be better to transfer the webshop to the brand domain because of the domain authority? If so, how can this be done the best way? With a 301?
I also think: what a loss of energy of building the authority on the other domain.
Is it an idea to use both domains for a webshop and rewrite the content? Or is there an other way to still make use of the built up domain authority? Would it really help the other domain when I make a 301 redirect (and make use of the pointing links to the webshop domain?). I hope somebody have some experience with this...

Aged domain and 301 redirect? (11 year old domain)
Hey everyone, I'm about to launch a new website for an accounting firm. They currently have a website, which has an 11 year old domain. They are doing very well locally for SEO, and i'm guessing it's because of the aged domain, as their website is very badly built, and contains almost no content. They would like to launch the new site with a simpler, easier to remember domain. If i launch the new site, point the aged domain using a 301 redirect, and do redirects for all of the old pages to the newer versions of them, is there a chance the company will lose their current SEO rankings? Homepage with a lower PR?
Can anybody give me an example of 2-4 sites that have lower PR on the homepage and a higher PR on secondary pages (about us, etc)? And is there a way to search for such sites in Google? Thanks
