Finding specific name to send email to: Broken Link Building

Hello,
I am doing BLB (broken link buidling). I have sites to send emails to for a backlink, but what are all the tricks you know in finding the name of who to contact at these websites?

Here are a few tools that dig for contact details:

I use BuzzStrem. It is great for finding all the contact info of people I try to reach. I also use rapportive plugging on gmail if I know the domain and the name of the person, but no email.

Lower quality new domain link vs higher quality repeat domain link
First time poster here with a dilemma that head scratching and spreadsheets can't solve! I'm trying to work out whether to focus on getting links from new domains or to nurture relationships with the bigger sites in our business and get more links. Of the two links below which does the community here think would be more valuable a signal to Google? Both would be links from within relevant text/post copy. Link 1. Site DA 30. No links currently from this domain. Link 2. Site DA 60. Many links over last 12 months already from this domain. I suspect link 1 but given the enormous disparity in ranking power am I correct?! Thoughts on Proactive Link Disavow
One of my newish hobby sites has began to attract some crappy links - as per Google Webmaster Tools, Links To Your Site report. The typical .ru and .pl kind of crap that seems to seep into all somewhat successful sites' link profiles. I have not received any notifications or penalties, BUT I am considering proactively disavowing these, but wanted to bounce this idea off some other SEOs before proceeding. Cheers!

If google ignores links from "spammy" link directories ...
Then why does SEO moz have this list: http://www.seomoz.org/dp/seo-directory ?? Included in that list are some pretty spammy looking sites such as: <colgroup><col width="345"></colgroup>

We are currently listed in a number of Association Buyer's Guides. We signed up for these last year in an effort to increase our external links. With recent Panda changes, do these links carry any value for us?
