How to out rank well with category page for high competitive keyword?

This is really silly question to ask over here! But, I have to drop my mind bubble after long R & D and efforts!
Right now, I am working on Patio Umbrellas keyword and want to out rank with following landing page.
http://www.vistastores.com/patio-umbrellas
I have implemented too many ways on this page since January 2012. Right now, my website is in top 20 position with this keyword.
I want to achieve top 10 ranking with Patio Umbrellas keyword. Now, I have certain limitation to make changes on web page. This is client requirement. So, I have to drill down more with link building.
I have started work on link building on since February 2012 and rank well with keyword. Now, I'm searching for link building way which help me to improve ranking in short time frame.
I don't want to do any single activity on this page which is UN-productive for me. If you have any on page inputs so it may help me more.
SEOmoz is really big source to search and justify answer but, I want to add expert advice in it.

The best way from what I understand is to continue link building, but do so from high authority sites with an anchor text to that specific page. Anchor text being, "patio umbrellas".
Blogs are a great place for that, because often your links will end up on the home page, at least for a short time, which will significantly improve results.
Try guest blog posts if you have time and have a network and link from authority sites blog rolls as well if you have them available.
Other than that, pray and hope.

I have well over 110 identical backlinks of widely varying quality - is it worth taking the page they're linking to down?
The site on which I'm working has been experiencing a month-to-month decline since the Panda and Penguin updates - I didn't get an unnatural links notification, but have clearly fallen off the face of Google with many of the more important rankings. After running a scan on my backlinks, I found over 110 identical backlinks (it looks like the same medical definition and my website is listed in the endnotes as a source - just the URL, not anchor text), some from reputable websites with high pageranks and others that look very 'spammy.' We've redesigned the architecture of the site, so the actual link itself has a 301 redirect on it, but I'm just wondering exactly how much of a liability is it to have these links out there? I'm guessing it's an all or nothing kind of thing given the identical content on each page - on one hand, I'm pretty frantic to get to the root of the Google penalties and get back in their good graces. On the other hand, I don't want to kill the site completely by going after a set of valuable links. Has anyone dealt with this before?

Does this count as a backlink to my category page?
I am ranking high with a certain category page and I am reading that I need backlinks to that page. It is going to be a challenge to get a backlink to that specific category page but how about this? Category page URL: www.mysite.com/category/name Backlink to this URL: www.mysite.com/category/name/specific-blog-post (EDIT: Apparently these types of links don't exist! I went into the category page and clicked on a blog post and it just gave me the www.mysite.com/blah-blah-blah) Will that count as a backlink to the category page? Right now I am only getting backlinks to these blog posts: www.mysite.com/this-is-a-blog-post Any help appreciated! EDIT: Well I guess now my question is worthless. But if you have any input, it would be appreciated.

Why should I pay attention to sites that rank well in Bing?
If Google has the most market share, why would I use Bing to find backlinks. This question relates to Raven Tools using backlinks found on Bing for their Domain Research tool? Wouldn't that make their tool inferior to one that uses Google? Thanks, Sam

Many .edu colleges and universities provide students and alum a free hosting service. Here's an example: http://homepages.cae.wisc.edu/~dwilson/homepage.shtml According to SEOmoz bar, the PA=53 and DA=94. What is the banklink value from a page like this? Surely this is not the same as a backlink from www.wisc.edu, is it? Best,

Page Rank Update
I was hit by Google’s latest Page Rank update. I know “don’t be obsessed with Page Rank”, but it concerns me. I thought that I was developing a very good link profile and actually was hopeful that it would go to a PR-5 and it dropped to a PR-3. www.simply-bags.com I have another site www.keepsakes-etc.com and have done very little link building and it also dropped to a PR-3. Can anyone give me some honest feedback about my concern?

Which parameter does google value more: number of incoming links or on-page optimizations (meta data and keywords)?
I am just starting with the SEO and I have a client in the travel industry whose website is not ranked well on the search engines. After doing the seo audit we see that the website's on-page optimization (meta titles, meta description, meta keywords and h1, h2, etc tags) is bad. At the same time there are very few incoming links into the website. These are the key 2 issues we found. In order to proceed most effectively, what do you think would be more effective to focus on first? Doing the on-site optimization or focusing more on the link building?
