Google shortens title tag for certain keywords

A friend of mine runs a website over at http://www.web-design-herefordshire.co.uk/
The keywords he is targeting web design hereford and web design herefordshire.
When you search these terms (he's found on page 3 on google.co.uk) his title tag is shortened to web design hereford,
Does google shorten these when the keyword being searched is the keyword in the domain? I've seen it on a few others.

also, Google will sometimes replace a homepage title that is full of keywords with the brand name. This is usually fixed when you put your brand name back into the homepage title

I've seen this sort of a thing for a while but it's never been something that has bothered me as it hasn't affected my clients CTR but he sent me an email the other day about it and I have to say that it initially stumped me!

This has happened for a while but it has ramped up a bit recently. As I understand it, Google thinks it can show a better title tag, as in, more relevant to the users search query and more likely to be clicked than the one the site uses.
So, if the user searches for:
Web Design Hereford
Then, the user is more likely to click on a SERP link with a title of
Web Design Hereford
Than say
Web Design Hereford - Freelance Web Designer Hereford | RJG Design
Really, this one is a smallish change, but I have seen almost complete rewrites of titles and often will see it related to navigational searches (for a specific site).

Ultimately, they should only choose a relevant tag and one that is more likely to win a click so this is not really anything you need to worry about.

Fetch as Google
I have odd scenario I don't know if anyone can help? I've done some serious speed optimisation on a website, amongst other things CDN and caching. However when I do a Search Console Fetch As Google It is still showing 1.7 seconds download time even though the cached content seems to be delivered in less than 200 ms. The site is using SSL which obviously creams off a bit of speed, but I still don't understand the huge discrepancy. Could it be that Google somehow is forcing the server to deliver fresh content despite settings to deliver cache? Thanks in advance

Why do Local "5 pack" results vary between showing Google+, Google+ and website address
I had a client ask me a good question. When they pull up a search result they show up at the top but only with a link to their G+ page. Other competitors show their web address and G+ page. Why are these results different in the same search group? Is there a way to ensure the web address shows up?

Is the format of (Keyword | Brand) still working well for your optimization efforts or have you started incorporating an approach similar to this format . Google Fetch Issue
I'm having some problems with what google is fetching and what it isn't, and I'd like to know why. For example, google IS fetching a non-existent page but listing it as an error: http://www.gaport.com/carports but the actual url is http://www.gaport.com/carports.htm. Google is NOT able to fetch http://www.gaport.com/aluminum/storage-buildings-10x12.htm. It says the page doesn't exist (even though it does) and when I click on the not found link in Google fetch it adds %E@%80%8E to the url causing the problem. One theory we have is that this may be some sort of server/hosting problem, but that's only really because we can't figure out what we could have done to cause it. Google.ca vs Google.com Ranking
I have a site I would like to rank high for particular keywords in the Google.ca searches and don't particularly care about the Google.com searches (it's a Canadian service). I have logged into Google Webmaster Tools and targeted Canada. Currently my site is ranking on the third page for my desired keywords on Google.com, but is on the 20th page for Google.ca. Previously this change happened quite quickly -- within 4 weeks -- but it doesn't seem to be taking here (12 weeks out and counting). My optimization seems to be fine since I'm ranking well on Google.com: not sure why it's not translating to Google.ca. Any help or thoughts would be appreciated.
