Recovery from Penguin removing internal urls permanently replace with new

Since I was hit with Penguin back in April, but with this last update Oct. 5th I did see a very slight recovery, I was thinking about dumping some of my old URL's which contain backlinks which I can't get removed that seem spammy. I was thinking of keeping the page intact but replace with an entirely new URL and NOT 301 redirect. So basically starting over with that URL that way the backlinks points to a dead url.
Any thoughts?

You are 100% correct. This is how you dump links! You must remove the page and let it 404.
Won't guarantee that you will recover if you did link building to your homepage though, which is why you should never point links to your homepage.

Risky but could do the trick. You should analyse each page separately and see if any actually have good links going to them - if not then its worth a try (as long as there arent lots and lots of pages, doing them one or two at a time might work nicely).
The advantage here is that if there are good links coming to the page, it will be MUCH easier to get a legitimate website to change the URL of the link than it would be to get the bad links removed.
If there are bad links going to specific pages it might also be worth trying to block the bots from accessing the specific pages. Obviously if your homepage has lots of bad links then this could be a bigger issue...

If those pages have mostly bad links pointing to them (i.e. you won't be losing any good links) I'd say go for it - it's worth a try and very well may help!

To be honest we all know that penguin is quite difficult to handle so maybe it can work but there are an equal chance that it is not going to work...
Well I like the idea of dumping some URLs that contain fishy links...and create entire new pages...but what if the penguin is on the domain level and not on the page level? I think in that way this tactic might not work...

Do links from International SEO counterpart site carry weight?
Hi everyone! One of our clients has a competitor who has an international reach with their website. Their hreflang goes from Brazil, German, US, China, etc. We found that the Chinese site (.cn) sends over 900,000+ backlinks to the main US site (.com). The hreflang for the site has the .com US version of the site as the canonical. So my question is - does our competitor get any link equity from the 900,000 links they are getting from their Chinese (.cn) version of the site? My initial thought is that because they are marked up with hreflang and canonical tags, those 900,000+ links wouldn't' have any equity? Would love some thoughts/guidance on what others think.

Does having '?search' in a URL affect the page quality?
In our Costume Themes category on our website, http://www.costumedirect.com.au/themes/, the links direct to search pages with URLs containing the term '?search'. For example, the 'Edward Scissorhands' link directs to http://www.costumedirect.com.au/search.php?search_query=edward. Will the question mark and 'search' in our URL affect the page quality and rankings? Thank you.

Bad Links to New Domain - Do I Disavow?
About 2 months ago a new client of mine bought a domain and we built him a nice new site; however, it appears the previous owner of the domain used some spammy SEO tactics. I've had to redirect about 30 pages and now I've found some spammy links. I've only discovered a few of them, but he doesn't have that many links yet so I'm wondering what kind of impact this will have. Is it worth disavowing a half dozen links? The sites are in Chinese and appear to be unmanaged link farms so getting the webmaster to remove them is unlikely. Also wondering what else is lurking out there that I haven't discovered yet... I suggested to the client we consider a different domain since the site is new, but he's become pretty attached to it. Any ideas?

Is Penguin 2.1 an actual penalty?
By that, I mean that does Google just devalue spammy links, or does it devalue the links and penalize your site on top of it? Does it hit specific keywords, or does it have effects site wide? Does penguin run constantly, or only on specific days? If spammy links are removed, how long does it take to recover?

I am just a beginner in SEO. But has any of the changes recently implemented by google affected out bound links? Meaning if a website now has a good number of outbound links to strong websites and pages could that Translate to better rankings?

Link Building for a New Blog
We are setting up a new blog and I was wondering what is the best way to build good quality links for a new website? I have been researching this quite a bit on the forums and a lot of people talk about writing good content which I agree with however no one will find that content if we are not ranking in Google for our keywords. From what I have read the following is what I should be doing Directory's Creating Link-bait (Info-graphics) PR Releases or Getting News Sites to link to us I have heard a lot of mention of using Articles sites like ezinearticles but I have also read that Post Panda that they dont have as much link juice as they once had and also I don't think that for a Blog that we should be using it as well but maybe I am wrong? Value of International Links
Does international link building make sense for US websites (.com domain)? The links we could acquire are from websites in the same niche, but I read on a forum that Google will disregard (devalue ?) international links. There is work involved in getting such a link, so it's quite important to find out whether they are worth the trouble.
