Does Google or Bing use words in the page title beyond the displayed limit for ranking purposes?

Standard good practice for on-page SEO includes keeping page title length below the maximum that Google displays in the SERPs. But words in the title beyond that maximum can be indexed, even if they don't show in the SERPs for end users.
For ranking purposes, is there any value in words beyond the character limit in page titles that are truncated in the SERPs?

IMO search engines' main priority (advertising aside ) is to make an experience good for users. Sure, they will be indexed, but if Google or other SEs consider how it looks to users, it probably won't help. That aside, consider the importance of your Click Through Rate. You make all the effort of getting ranked, then your competitor has the title and description fully and neatly displayed, and you don't - not ideal. I tell clients that sometimes we might well rank lower than competitors but if the title and description are neater and have emotional impact they stand a far better chance of getting the clicks.
I doubt there is any value in the words beyond the character limit - from Google's point of view, why should there be, if users can't see it in SE results? I believe the recommended length is 60 characters.

Post-August Google Updates High volume keyphrases rankings mess
Howdy, fellow mozzers, Couple of our clients keep losing rankings, slowly but surely, which seem to correlate to August Google updates. No major changes to the websites have been done - neither code, backlink profile nor content. It seem to affect higher search volume keyphrases, while other longer tail keyphrases are climbing up. The screenshots of the visibility rankings are attached below. Any ideas/news/thought about the Google update itself or what might be happening? I know that the Medic update was overall quality, yet it seems to be that these websites in particular are going down after Birthday update, not Medic itself. Google and da mighty Internets being quite.. Help! What does it exactly means when Google brings the "brand name" to the beggining of the page title in search results when it was actually given at the end?
We see many times...page titles starts with "brand name: page for etc" where actually "brand name" has been given at the end and keywords at beginning. Why does Google make this change? I noticed this happens when similar title tags are used by multiple websites for high difficulty keywords. Thanks

Why is Page Authority dropping?
Hi I'm trying to review pages which have previously ranked, but in March have dropped out completely. Some of these pages I can see have dropped to having a Page Authority of 1, we haven't changed anything on these pages, so is there a reason why the authority has dropped? These pages only had around 8 - 10 Page Authority to begin with. Is it stil a rule that Google will only index pages up to three tiers deep? Or has this changed?
I haven't looked into this in a while, it used to be that you didn't want to bury pages beyond three clicks from the main page. What is the rule now in order to have deep pages indexed?

Is Moz Domain Authority still relvant when it comes to Google ranking?
My understanding of Moz DA is that it is predominantly based on external links. Since Penguin I am noticing more and more websites ranking high in Google with a "low" number of links and certainly a low DA but quality and relevancy of content and also of offering. I understand that there was always more to ranking than DA but is it anymore even relevant to how a site will rank in Google?

I need help with drastic SERP difference between Bing and Google
One of our sites that has been around for a couple of years has about 60,000 pages showing on google, however, bing only shows 90 pages for the site. This same phenomenon has been happening across the board for our sites. Any ideas to improve our indexing results for bing?
