Do UBL or Localelize work in non-US markets?

I am planning on launching a local SEO campaign in RU, DE, UK, AU, SW, FR and ES... is using UBL and/or localelize worthwhile for me or are those US focused services?

Video Marketing - Who will host them
Hey guys, I'd like to get going with video marketing and our product best matched with video. I have these things that I am not sure on what direction to take... 1. We have youtube, vimeo and our website. *What goes to what? Or vimeo embedded in website and youtube as is? *A video transcription should be done in the website to help search engines right? *Isnt it duplicate if its in youtube and another one embedded in the site from vimeo? Google Places UK address has randomly changed to a US address in Texas!
Hello, one of my clients has 2 Google Places listings, both UK addresses. Does anyone have experience with ecinity.com as a vehicle for populating local search directories? If yes, how would you rank it as a competitor to Localeze and UBL?
I've been approached by the company to use their tool. It has functionality beyond just populating local data sources which I'm not concerned with. I just want to know how it ranks in terms of local directory coverage. They claim 85% of the local directories will be populated.

As a whitehat SEO how do you manage in a highly competative market?
I have a competator that has literally hundreds of sites like this: http://www.wire-shelf.com/tag/cleaning/ that don't have a huge amount of page authority, but he is getting citations out of all of them. The site is obviously useless, and just a place for some SEO company to keep adding more links to their various clients, and creating google citations for them at the same time. Once you have filled out your information on every single local database and obtained all the legit citations you can, your competitors are still beating you by having more citations, from various sites like the one above. Is there any way to stay whitehat and actually succeed? or should i just follow suit, and make 100 crappy websites full of crap and put links in them. seems silly, but it seems like the only way to compete these days.

We are between UBL and LocalEZE for our preferred local listing submission vendor. DIfferences:

*UBL does not have a relationship with local data vendors, but submits to axicom and infousa (as examples) which LocalEZE does not.
*LocalEZE has active feeds set up with many local vendors. What are your preferences? We are leaning twoard LocalEZE, Razorfish (the agency) is among their notable clients. What about submitting to both? I would be fearful that the data will overlap.0
