Linking Strategies 2013 - Regular Routines/ Tips

So, what is the latest linking strategies and the best practices for the new year? I'm looking to start a clean, fresh website and would love to implement a great new strategy or tactics that really work with the right amount of effort.
Is there a guide available? Preferably from website on-page optimization all the way to a regular routine of what to do.
I know it won't be easy, but that's why I love the ever changing world of SEO!

Link Brokers Yes or No?
We have a client who has asked us to talk to link brokers to speed up the back linking process. Although I've been aware of them for ages I have never openly discussed the possible use of 'buying' links or engaging in that part of the industry. Outside Top 10 Even though - Higher Domain/Page Authority/Higher On Page Grade
Hi, Note: this is for Australian search results - for people in Perth.

The website is: http://thedj.com.au I am trying to optimise for the keyword 'perth wedding dj', but also 'wedding dj perth' and for some reason my website isn't even in the top 10 results. Here is what's weird though: My on-page grade with the On-Page Grader for the keyword 'wedding DJ perth' is an 'A' for http://thedj.com.au (http://awesomescreenshot.com/0135135hca) When checking the Keyword Difficulty in the Google Australia search enginge for 'wedding DJ perth' - there are 4 results which have a lower domain authority than 15 (in fact one result has a domain authority of 1) - http://awesomescreenshot.com/03f5134zd1 http://thedj.com.au has a Domain Authority of 23/100 and a Page Authority of 34/100. (http://awesomescreenshot.com/0bb5134tb8) So seeing as the page has gotten an A for on-page optimisation for the keyword 'wedding DJ Perth' and has a higher domain authority then many results in the top 10... why isn't it in the Top 10?! Bonus Question:
Why is DJ Avi showing up at the top of search results (Local listing) depsite the fact that:
a) He has no website to link to
b) No reviews for his listing
c) No keywords that I can see (other than the fact that he's a DJ)

Are footer links important?
We currently display a list of links in the footer of our site to help boost SEO. They were put in place years ago and in a recent discuss with our UX team they requested we remove them from the site. Do footer links have any value? Or is this an old dated practice that no longer works? If we remove the footer links should we expect to see if have an impact on our SEO traffic?

Rankings Drop since Humingbird - Could it be my link ratio between .co.uk / .com ?
Hi All, I have an UK tool hire eccomerce muliti location website with different locations pages for each category. My stratedgy has been to specialise on local search for each location as oppose to try and compete with highly competitive keywords on a national level. I do have some duplicate/ thin content issues on these location pages but I've been actively writting additional unique content on these pages to address this issue which also making sure my title tags, h1 , h2 tags etc are unique for each location along with having individual google local + pages etc etc. I have never previously been affected by any duplicate contents issues and always ranked first page (mainly top 5) for most of my local keywords). However, when google humingbird update came out , I suffered approx 25% drop in traffic and rankings. rom what I read , local search sites have suffered somewhat in this update and I did a link detox report to try and asterain toxic links etc. I found a few which I disavowled but I have had no manul penalty message in my GWT so I can only assume I was affected by an google algorithmic penalty. From looking at opensite explorer , I can see my link ratio for my .co.uk site shows 43% .com 37% .co.uk I am wondering if it could be this which has been the cause of my local rankings to fail ?. Has anyone else suffered the same as I am at my witts end as to what are the likely factors which could have caused such a drop ? Any tips, greatly appreciated. Do links from twitter count in SEOMoz's Toolbar link count?
I am using the Chrome extension and looking at a SERP, when a page is said to have 2000 incoming links, does that include tweets with a link back to this page? What about retweets. Are those counted separately or as one? And what about independent tweets that have exactly the same content (tweet text + link)

Removing Canonical Links
We implemented rel=canonical as we decided to paginate our pages. We then ran some testing and on the whole pagination did not work out so we removed all on-page pagination. Now, internally when I click for example a link for Widgets I get the /widgets.php but searching through Google I get to /widgets.php?page=all . There are not redirects in place at the moment. The '?page=all' page has been rated 'A' by the SEOmoz tool under On Page Optimization reports and performs much better than the exact same page without the '?page=all' (the score dips to a 'D' grade) so need to tread carefully so we don't lose the link value. Can anyone advise us on the best way forward? Thanks in advance.

What on-page/site optimization techniques can I utilize to improve this site (http://www.paradisus.com/)?
I use a Search Engine Spider Simulator to analyze the homepage and I think my client is using black hat tactics such as cloaking. Am I right? Any recommendations on to improve the top navigation under Resorts pull down. Each of the 6 resorts listed are all part of the Paradisus brand, but each resort has their own sub domain.
