How do i target keywords locally

I am working for a cosmetic surgeon with clinics in three geographic places. I would like to give him specific keywords that he can go after successfully. When I use the keyword tool with terms like botox cosmetic staten island or breast augmentation tarrytown, I get competitive rankings like 36% or 37%, but it doesnt tell me if there are only a few searchers doing this per month. In Google's Adwords tool, it thinks that the number fo searchers with these same terms is too small to measure, literally giving me back a dash (= insignificant traffic). However, it I use Google Adwords with more general terms, say breast augmentation surgeon, and get a medium/110 global monthly searches, when I come back to SEOmoz tool and assess the same keyword, I find that the traffic picks up doctor sites in Arizona and elsewhere, where clearly no one who wants cosmetic surgery in new York is going to fly to Arizona for it.
So, how do I ensure a balance between targeting too little traffic but including the names of specific towns, and targetting more general terms but not having local prospects.
Has anyone tackled this in a specific medical niche?

Clicksjim is right, this can be a good strategy for lower hanging fruit (all locations in footer or at the end of the body content). Start there, then think about creating unique pages for more difficult locations.

I recently tested adding a list of the towns and cities that my client serves at the footer of one of their product pages with copy that went something like this:
[company name] supplies [product name] in the following areas: - I then listed around 35 cities and towns with high populations and was surprised to see that I got a page 1 ranking for about 1/3 of them.
Next step for me is to do something like Eric was recommending - especially for the more competitive locations like he said. Good luck!

The way I have handled geographic terms with little data is as follows:
- Find the pivotal seed keywords first. These are the high traffic keywords without any geography attached. In your case I would start with the obvious (e.g. cosmetic surgeon City Name, and so on)
- Next sort the cities your client does business in by population (i.e. by Google traffic)
- Then create your long tail keywords using the seed keyword and city name.
If the amount is manageable I recommend creating a targeted landing page dedicated to that keyword (e.g. Breast Augmentation Tarrrytown, NY.
Now here is where it is very important to take heed. You absolutely must have unique pages. Breast Augmentation Tarrytown and Breast Augmentation Staten Island should pass a Copyscape when compared. Otherwise, the page won't get indexed.
I do this type of work quite a bit, and presently am working with a client that services a little over one thousand cities.
Unique content is a must.

Should I use location in keywords in a campaign?
We're setting up 25 campaigns for clients and many of the keywords in each are identical. Rather than creating a keyword with a specific location for each client (pool builder san francisco), would it be more effective to use only "pool builder" as the keyword and then set the location for the San Francisco area? How to rank for multiple keyword phrases
Hello everyone! My website is smartyprogrammer.com. How do you go about ranking for multiple keyword phrases? Using the Site Grade Tool, I rank really well for one keyword phrase, like "Smarty Programmer", but then rank really poorly for another phrase like "Smarty Tuner". However, if I change my titles and all my wording towards "tuner" instead of "programmer", it seems like it will make my content either be spammy sounding, or I'll starting lacking in the "programmer" department. Is it best to just create a separate page to rank for "Smarty Tuner"? Or what is the best way to go about ranking for multiple important keyword phrases? Thanks everyone for your help!

Why are my keyword rankings dramatically changing week to week?
I have a site (actual several) that has been up for many years now. Content is changed monthly - regularly. It would always rank in the top 5 positions for 5 or 6 keywords. Now all of a sudden (without any dramatic changes to the website) my ranking results from my weekly Moz reports are dramatically different from week to week - every week. One Keyword will be #1, then the next week it will drop 49 positions, the 3rd week it might be #5, then Not in the Top 50, then #1 again, and so and so on. This happens to all my keywords on my site. I was waiting for Google to finish it's changes to it's algorithms but it's now been long enough and I can't get a handle on what's happening, why it's happening, and what to do about it, and what direction to take with my SEO. My Traffic has actually improved over last year by approx. 25%, but I have also started a PPC campaign for this client. Any suggestions would be great.

Hi! G’day to you. I am Naresh from Dotline Infotech. I’d like to take up couple of concerns to be clarified for my better understanding on Moz tool. Indeed, Moz is a nice SEO tool that helps in improving Search engine optimization comprehensive process. We are moz pro member since a year. Moz has equally bifurcated every SEO activity and rate it according to its own benchmark. I intend to ask a series of concerns; Q1. Moz has page grading system A to F. According to Moz guidelines, if the keywords on the page gets repeated minimum 4 times, Moz consider it as ‘A’ grading (one of Moz metric to evaluating the page). Whereas, Google indicates repetition of same keywords time and again is treated as keyword stuffing. According to me, if keywords are already within the content one or two time and furnishing relevant information, why keywords re-occurrence to be 4 time. Does the repetition of same keywords 4 times will lead to give more valuable information? Just a request to let me share why we should unnecessarily repeat keywords? Q2. As per Google guidelines, only 3 keywords can be placed in title tag and also advisable to use only one h1 tag instead of multiple. Among 3 keywords in title tag, only one main keyword can be used in H1 tag. Moz gives much weight age to that particular keyword placed in H1 tag but rest two keywords does not get any importance. I just like to know if we use three H1 tags within page, will it increase the page grading or not. Q3. Does Moz tool have its own index data or refer to Google’s ones? Q4. Localize Web App
Is there a way to "localize the web app"? In other words, get ranking results based on a location? I pecked around the forum and documentation but couldn't find anything. Google rankings dropped for some keywords

I have not been penalised by google as i emailed them. The only thing I did was add best seller products to my main page. Now my about us page ranks far higher than my index page Please Help
