Would you move the site to a different host or change packages at a significant expense in order to eliminate the meta refresh

When I began working with a site (http://www.visix.com) , I discovered a number of hosting constraints that hampered some SEO related changes I wanted to make.
A year later, the site was teetering on the 1st page for a particular keyword of choice and when the Panda & Penguin updates happened, the site got passed by 3M & Amazon, both much bigger sites. (was #11, now #13)
Now I'm thinking I should try and use the homepage to rank for keyword "digital signage software", where originally I was making progress with an inner page.
Now I am revisting the homepage meta refresh and need to decide if it is enough of an issue to warrant a hosting change.
http://www.visix.com has a meta-refresh "0" seconds to http://www.visix.com/index.aspx
I know sites can rank well with these, although I don't know the level of handicap that it has. In an article here, http://www.seomoz.org/learn-seo/redirection there is a statement saying that a meta-refresh will not pass as much link juice as a 301 redirect. I have read about every opinion I can find, and would appreciate other's opinions on the matter.
The host is Network Solutions and the hosting package does not allow 301 redirects, among other things.
Would you move the site to a different host or change packages at a significant expense in order to eliminate the meta refresh or is it not a big deal on a well established site?

To answer your question:
Why refresh from .com to .com/index.aspx?
That is just one of the major hosting limitations. I was floored by how restricting the hosting package was. There are multiple areas of the site, such as support, a store, and an active forum to name a few, which is the reason for staying thusfar.

I'd tell them they could either give me 301s or change providers. You never know they might give you a free upgrade.
Failing that move providers.
And on an unrelated note why do you refresh from .com to .com/index.aspx? That feels the wrong way around to me. Surely most people are going to link to you on the .com?

Moving Content From One Site To Another
Generally speaking if I am just moving a couple of articles from one site to another I need to 301 redirect those old URL's to the new ones right? And even if a webpage doesn't have any links pointing to it, it is best practice to employ 301 redirects correct? After a while, after Google etc. has crawled the new location of the content you can then delete the old URL, is that right? And if other sites are linking to the old location they should be notified of the new location but even if a page has links pointing to it, is it best practice to delete that page after Google has crawled the new and you've notified the webmaster? I've think I've got this right, I just want some clarification on this issue. Thanks.

Moving a blog from Blogger
A client just setup word press. They have a ton of content on their blogger account. Today they stated they were moving the content to their blog. My knee jerk response is to leave it where it is. I am posting this question to re affirm my position. Unless there are some pro's to moving this over.

301 redirecting old content from one site to updated content on a different site
I have a client with two websites. Here are some details, sorry I can't be more specific! Their older site -- specific to one product -- has a very high DA and about 75K visits per month, 80% of which comes from search engines. Their newer site -- focused generally on the brand -- is their top priority. The content here is much better. The vast majority of visits are from referrals (mainly social channels and an email newsletter) and direct traffic. Search traffic is relatively low though. I really want to boost search traffic to site #2. And I'd like to piggy back off some of the search traffic from site #1. Here's my question: If a particular article on site #1 (that ranks very well) needs to be updated, what's the risk/reward of updating the content on site #2 instead and 301 redirecting the original post to the newer post on site #2? Part 2: There are dozens of posts on site #1 that can be improved and updated. Is there an extra risk (or diminishing returns) associated with doing this across many posts? Hope this makes sense. Site Purchase and 301
Hello, I just started working with a new client. Since then the client has purchased another company. We have re-branded the new companies home page and 301 redirected the rest of the site's links to the corresponding pages on the holding companies site. Since then the rankings have tanked. I looked at both companies back link profiles and realized that they are quite spammy from the last SEO contractor they hired. That said, the site was ranking fine until last Friday. I was wondering if anyone had seen temporary rankings decrease after 301ing a domain to a different site? Thanks!

SEOMoz is finding jpegs on my site and reporting them as pages with missing meta titles
SEOMoz has just done a crawl of my site, and found 600 pages with missing meta title errors. When I have checked the list of these pages, they are all jpegs and not pages. Why is SEOMoz reporting that this .jpg files have missing meta titles on my site, which is www.webmakercms.com? SEOMoz has run several crawls of my site and this is the first time it has brought up this list of jpegs as errors and I don't understand why?

Google has not been visiting my site
Hi I am working on a site at the moment http://www.cheapflightsgatwick.com and i had the site using a different template and in the search engines for the search term cheap flights gatwick we were fourth and for the term holiday magazine we were 12th in google but now we are not even in google on the first page for the search terms. But now after changing the template in joomla our rankings have gone out of the window. It took me about a day to sort out the site with the new template so i was not expecting any problems with the search engines but for some reason there is. If you put into the search engine www.cheapflightsgatwick.com then you will see that google has not visited the site for four days and also it is not showing the description and instead it is showing details about joomla. Can anyone let me know if there is anything i need to do to sort this out and why google is taking so long to visit my site

What are the pros and cons of moving one site onto a subdomain of another site?
Two sites. One has weaker sales. What would the benefits and problems for SEO of moving the weak site from its own domain to a subdomain of the stronger site?
