Can linking out to a weak site harm my sites SEO?

We have an affiliate that wants us to link to his site to help him get started. His website looks okay and is in the same niche as us. However, he has PR 0 and no Page Trust.
We could work in a natural looking link in a news article, but there is no way he could be considered any kind of "authority" link. Can linking to his site harm us?

just nofollow it and then you can link to any site you want without worrying about anything. Link anywhere you want and it won't harm your site if it's nofollowed.

Great answers here already. All I'd like to add is: If the Search Engines did not exist / SEO did not exist ? Would you still link to them ? Are you going to be leading traffic to them ? Do you want to do that ?
I totally understand why the affiliate wants it. The question is, would you want to do it ?

I would have no problem making this link. I never look at a site's PR to decide whether or not I want to link to it.
Here are two things that might make me consider my decision:
1. If it was a site that I would not want to be visiting in front of my mom then I'd likely not link to it. (i.e. porn, gambling, buy viagra, etc.)
2. If this was becoming a pattern then I would be concerned. What I mean by that is that you need to be careful that your site doesn't become a glorified article network that exists just to link to other sites.

Linking to low quality sites is obviously harmful but a website with 0 PR is not considered to be low quality or weak website.
I think if the website is within your niche and you really think that this website is going to grow and attain lot of natural links in the near future… I think you surly should link to that website!
The only reason you should avoid linking to that website is because the current link profile is bad (i.e: links coming from porn or different spammed websites)

Linking to low quality sites can harm your site, especially if they are considered "bad neighborhood" sites such as porn, pills, and casinos.
That being said, if you think this site is of high quality and believe they will eventually grow in domain authority, by all means link to them. Every site has to start somewhere. Just be aware that Google judges the character of your site by the sites that you associate with, so choose who you link to wisely.

Setting up external link goals in GA
I have recently switched all my travel affiliate links to TripAdvisor using their javascript code that converts the natural links (direct links to TA URLs) to affiliate links. I have set up goal tracking in GA to try to put a monetary value on clicks through to these links (based on the known conversion rate to commissionable bookings) but GA is over-reporting the goals by a very large margin. I'm wondering what I've done wrong. The first screen shot below is of the goal settings I used in GA. The second screenshot shows that GA is reporting 7125 goal completions since I set up the goal on 7 August. The third screenshot shows the actual number of GA events recorded on outbound clicks to TA URLs in the same period, which is just 97. So the goal completions being recorded far exceed the actual goal completions, but I'm not sure why. I know I've done something wrong but as this is the first time I've used goals, I'd appreciate some help to see what I've done wrong. I have a custom CMS. I offer a few affiliate products through my site. Now I need to update all my aff. links and I'm not sure how I can find all the pages (posts) on my site that have affiliate links. What's the best way to do that?

In what ways would an affiliate site be okay with Google?
I know Google has slammed affiliate sites hard. But affiliate marketing can be a real business and had an idea for one, but I would like to know if ALL affiliate sites are looked at as evil in Google's eyes, or if it's just those with thin and duplicate content in the product descriptions. I know they want brands to come up ahead of affiliates of that brand, and that makes sense. If I sold Acme Widgets products, Acme Widgets itself should come up ahead of my site. But what if the site sold widgets in general, with the term widgets not a branded keyword? If all product descriptions are unique and well-written content, on a site that is high quality, would it still be downgraded by Google just because there are affilate links in it? I guess overall the question could be boiled down to, are affiliate sites hit because they have horrible content or because they have links to affiliate programs in them?

Can anyone help me find the broadband ISP affiliate program I need?
I have a couple sites that deal with broadband internet access, and I'm looking to monetize beyond adsense. I'd like to sign up for some affiliate programs from internet service providers like Charter, CenturyLink, Comcast, etc. I found a couple affiliate programs but I am having no luck at all figuring out the programs that so many other websites are involved with. In about every case, the user is able to enter in their address and then a search is performed, returning programs available at their location. The programs I've found just do the traditional ad click-throughs for a possible commission. Can anyone enlighten me what kind of programs they are using?

Does an affiliate link bring the same SEO juice as a standard link?
I wonder if affiliate links, like the ones offered by Amazon Associates program bring the same SEO as would a link to the same page without this additional "ref=..."?
