How to check inbound link quality?

We're reaching out to various communities to do some link building at the moment and were wondering what people did to confirm that the links are from quality sources?
We don't want links from bad neighbourhoods or sites which have had penalties applied against them etc...
What tools can we use to find this out?

Thanks. Yes - I've had a look at OSE and I do agree it's useful. I also look at the inbound anchor text - I've seen some shocking examples!!!

I personally always use http://www.opensiteexplorer.org to judge what the quality of a site is and whether it is worth going after a link. The tool is great as you can get a feel for the sites authority, trust and by having a look at the Anchor Text tab you can see how natural their link profile is in terms of keywords in links which is imperative in the current climate.

Internal linking
Hi, I currently have built my website with internal links to boost my category pages (the ones that are the most important with the most traffic). Is the way to go or nowadays or doesn't it matter what pages you boost. I beleive what I did is some sort of "page rank sculpting" but is it still useful ? or I should I link natural across my website even though some pages will get a boost and some won't ? The link that I have are at the bottom of my content (not in the footer) but at the bottom of the page next to each other ? does they count or is it really bad to have them that way ? I have a blog and I was wondering if when I link from my blog page for example about "Barolo" to my page about "Piedmont" if I should also link from my page about "Piedmont" to my Barolo page or if the link only has to go one way from my blog / Barolo page to my piedmont page to boost Piedmont. hello, my website is www.anavasis.gr and it is in Greek. Which is the best way to build backlinks? Hire a freelancer and let him making links to any site? What should i ask from a freelancer when building links for me? what should i give him like (keywords) ?. what is important to take take of? When you go to freelancer.com there are people offering backlinks for less than 100$ is that a good method? Will this help my seo? Is it a matter that my site is in Greek? thanks

Nasty links
Hi My first q on here (hoorah!), and it's about links (boo!). I've got what appears to be a handful (but worryingly, increasing in number) of links pointing to my site like this: http://condos.mrgulffront.com/florida-condos-for-sale/320-scenic-gulf-drive-miramar-beach-fl-32550-mls-567591/ I've made contact with the sites concerned, and had only one positive response who flatly denied all knowledge of it. The issue (as far as I can see) is that as in the above example the links (on the bottom right in the grey box) are forever changing so not always visible. Can anyone offer any guidance as to these kinds of nasty links.... I'm right at the v beginning on this "path of seo understanding" so please don't assume prior knowledge! Thanks in advance.... tom

Using sitewide links to improve link profile?
Hi Guys... When I look at my competitor's link profile, they often have thousands of backlinks. For example, one of our main competitor, he got 3,400 backlinks in total but only 80 referring domains. When I look at my link profile, I have around 50-60 referring domains, but hardly 80 backlinks. My question is, is it okay to get a few sitewide links (no-follow of course!) to get to the thousands backlinks? Or I will be able to achieve top rankings with my current link profile? Thanks!!

Old links
I am looking to remove some old directory links that now look spammy. Some years ago the site was redesigned. The links are all to the old pages url, which is 301 redirected to the new. If we remove the 301 and let the page 404, will that suffice in Googles eyes?

I write and publish artcles. Typically I publish them on a few top article sites like EZineArticles. The articles then get picked up by other sites, often numbering in the hundreds. All of the articles are published with a link back to our website using a keyword. Are there any SEO risks in this type of link proliferation?
